GREAT SMOKY MOUNTAINS NATIONAL PARK HAZARD TREE REMOVAL & CLEARING

The National Park Service: Great Smoky Mountains
NP is issuing a combined synopsis/solicitation
for commercial items prepared in accordance with
the format in subpart 12.6, as supplemented with
additional information included in this notice.
This announcement constitutes the only
solicitation; proposals are being requested and a
written solicitation will not be issued.
Required Services: The contractor shall provide
all labor, tools, equipment, materials and
supervision required to complete this project.
Solicitation Number 140P5325Q0034
Solicitation document and incorporated provisions
and clauses are those in effect through Federal
Acquisition Circular FAR FAC 2025-03 January 17,
2025.
This requirement consists of: Road prism clearing,
vista clearing, and hazard tree removal. The work
is located in Great Smoky Mountains National Park,
Blount and Sevier Counties, Tennessee and Swain
County, North Carolina.
The services to be provided within this Statement
of Work (SOW) consist of clearing scenic vistas,
hazard trees along the Great Smoky Mts. NP at
designated locations in Tennessee and North
Carolina. Contractor shall identify, cut
and remove encroaching brush, trees, and
limbs as designated to clear/reopen the
road prism to clear vegetation from
roadside waterways, open shoulders and
clear zones and provide appropriate clearance
for travel lanes and mow zones. This shall
include removing previously fallen trees and limbs.
Because of existing vistas/overlooks, open
clearings, and requirements for developed areas,
the amount of work needed in each area can
fluctuate between intensive and minimal.
The Government intends to award a firm-fixed
price commercial services contract based on the
proposal that represents the best value (LPTA) to
the Government in accordance with FAR Part 12,
Acquisition of Commercial Items, FAR Part 15,
Negotiations and FAR Part 19, Small Business
Programs.
100% Total Small Business Set-Aside. The NAICS
Code is 561730 Landscaping Services, Size
Standards in Millions of dollars $9.5.
The contracting office will not provide
hardcopies or email copies of the solicitation,
please review the attachments posted. Please
reference all document with the solicitation
number 140P5325Q0034.
The Government reserves the right to award none,
any or all of the bid options in any order.
This requirement consist of three (3) Base items
and two (2) Option Items.
Provision at 52.212-1, Instructions to
Offerors-Commercial Products and Commercial
Services, applies to this acquisition.
SYSTEM FOR AWARD MANAGEMENT (SAM): Federal
Acquisition Regulations require that federal
contractors register in the System for Award
Management (SAM) database at https://www.sam.gov
and enter all mandatory information into the
system. Award cannot be made until the contractor
has registered. Interested offerors are
encouraged to ensure that they are registered in
SAM prior to submitting their quote.
THESE REGISTRATIONS WILL BE COMPLETED BEFORE TIME OF AWARD.
