RE: VA786-16-R-0296, Amendment A00001 Questions and Answers: 1. Who is the incumbent? Answer: KNIGHTO, LLC, DBA KNIGHT SOLUTIONS 2. How many employees are on the current contract? Answer: The Government doesn't have such information. 3. What was the total dollar (US) awarded for the current contract? Answer: Original total contract amount was for $547,493.22 not including any changes or modifications to the contract. 4. Page 64 C.13 52.228-16 PERFORMANCE AND PAYMENT BONDS-- OTHER THAN CONSTRUCTION. Is this bond a requirement to be built into the base bid and subsequent years? This adds to the cost of the proposal and is that taken into consideration? Answer: Do not include the bond price in the price proposal. The Government retains the right to ask for such bond and if the Government will decide to request for it before an award, the Government will pay for the additional costs of the bond. 5. Is this a low bid award? Are factors such as past performance at National Historic sites considered? Answer: This is a best value award. Please check E.11 52.212-2 EVALUATION-COMMERCIAL ITEMS (OCT 2014) and Addendum to FAR 52.212-2, pages 94-96 of the solicitation for more information. 6. To raise /realign & fine tune & align the headstones, are you asking for all of them to be serviced once a year, or only on an as needed basis. How far in advance notice will the COR provide for the services to be needed? Answer: The COR will determine how many headstones will be identified for raise / realignment each year and will provide the Contractor with the specific headstones. Advanced notice will be given. 7. Can we provide a salt application to eliminate ice or does it have to be a liquid? Answer: Calcium chloride or rock salt can be used and it does not have to be a liquid. 8. Does the VA provide Mulch for the locations or is it up to the vendor? Answer: No, Contractor must provide mulch. 9. Will the cemetery provide seeds to over seed the cemetery in September and to seed newly dug or refilled graves? Answer: No, the Contractor must supply the grass seed.
