Background
The Bureau of Land Management (BLM) Northwest Oregon District requires a contractor to recycle and/or dispose of used non-punctured aerosol cans. This contract aims to manage the disposal of hazardous materials, including tree marking paint, general paint, pesticides, and solvents, across multiple district offices in Oregon. The goal is to ensure compliance with environmental regulations while providing safe disposal services.

Work Details
The contractor will provide all personnel, materials, services, transportation, and equipment necessary for the collection and disposal of aerosol cans. Specific tasks include:

1. Collecting and disposing of aerosol cans stored in waste-compatible containers at various district offices including Tillamook, Salem, Eugene, Roseburg, Coos Bay, Medford, Grants Pass, and Lakeview.

2. Ensuring that all actions comply with the Department of Transportation (DOT) and Resource Conservation and Recovery Act (RCRA) regulations.

3. Collection will be on an on-call basis with a response time of seven business days from notification.

4. The contractor must maintain proper documentation including manifests and disposal receipts for each removal action.

Period of Performance
The contract period is from August 1, 2025 to July 31, 2026 for the base period, with options to extend for four additional one-year periods.

The contract will be performed at various locations in Northwest Oregon including Tillamook Field Office, Salem Office, Eugene Office, Roseburg District Office, Coos Bay District Office, Medford District Office, Grants Pass Field Office, and Lakeview District Office.
