Description

Background
The Advanced Navigation Simulation Environment Laboratory (ANSEL) acquisition effort is initiated by the Air Force Test Center (AFTC/PZIA) with the goal of modernizing Position, Navigation, and Timing (PNT) and Navigation Warfare (NAVWAR) simulation capabilities at Holloman AFB.

This project aims to replace outdated equipment and software in the Navigation Test and Evaluation Laboratory (NavTEL) to create a state-of-the-art testing environment, which is critical for the Arnold Engineering Development Complex (AEDC) mission.

Work Details
The contract encompasses comprehensive engineering, technical, and integration support to achieve the following objectives:

1. Multi-Sensor PNT and NAVWAR HWIL Environment: Develop an integrated hardware-in-the-loop simulation framework for high-fidelity stimulation of multi-constellation Global Navigation Satellite Systems (mGNSS), alternative RF signals, and simulated inertial/discrete data.

2. V&V and Cyber Resiliency Evaluation Suite: Establish a rigorous verification and validation capability for high-accuracy reference systems under extreme dynamic conditions. The scope includes system engineering, design, procurement, fabrication, integration, testing, and delivery of one integrated ANSEL System. Specific tasks include:

- Execute full systems engineering processes including Requirements Review (RR), Preliminary Design Review (PDR), and Critical Design Review (CDR).
- Procure, fabricate, and assemble the ANSEL unit with all necessary instruments integrated into modular test equipment racks.
- Install the ANSEL system within NavTEL, validating RF signal paths and inter-channel coherence.
- Conduct Factory Acceptance Testing (FAT), Site Acceptance Testing (SAT), Functional Configuration Audit (FCA), and Physical Configuration Audit (PCA) to ensure compliance with all Key Performance Parameters (KPPs) and Key System Attributes (KSAs).

Period of Performance
The contract will be executed over a defined milestone schedule without specific dates provided in the solicitation.

Place of Performance
Holloman AFB NM UNITED STATES

Bidder Requirements
Bidders must demonstrate technical competency in multi-sensor HWIL simulation capabilities, deterministic verification and validation processes, RF phase calibration systems, compliance with cybersecurity requirements including CMMC Level 2 certification, and must meet statutory requirements under 10 U.S.C. ยง 4022(d).

Offerors must also provide Unlimited Data Rights for all contractor-generated technical data and software developed under this agreement.
