This is modification 1 of the solicitation entitled Russian Language and Logistics Services 2 (RLLS2) 80JSC021R0001 which was posted on February 2, 2021. This modification is to:

Update "2." of the original solicitation description to state "To register for the RLLS2 Pre-Proposal Conference, please refer to Section L of the attached RFP."

Provide Offerors with information regarding the RLLS2 Pre-Proposal Conference as follows:

RLLS2 Virtual Pre-Proposal Conference

1. A virtual preproposal conference will be held as indicated below:

• Date: Monday, February 8, 2021
• Time: 1:00 p.m. (CST)
• Other information: TEAMS meeting invitation will be sent on February 4, 2021.

1. One-on-one meetings will be held after the Pre-proposal conference on the afternoon of February 8, 2021 and the morning of February 9, 2021.
2. Offerors are required to monitor the RLLS2 Solicitation website for any changes to the date or time of the conference.
3. Attendance at the virtual Pre-proposal Conference is recommended; however, attendance is neither required nor a prerequisite for proposal submission and will not be considered in the evaluation.
4. Due to space limitations, representation of any potential Offeror may not exceed three (3) meeting tie-ins per Offeror. Any lobbying firm or lobbyist as defined in 2 U.S.C. 1602(9) and (10), or any Offeror represented by a lobbyist under the Lobbying Disclosure Act of 1995 shall be specifically identified.
5. Registration required: Offerors, individuals, or interested parties who plan to attend the virtual Pre-proposal Conference must provide the Contracting Officer in writing, via email by 5:00 p.m. CST on Thursday, February 4, 2021 . Please send an email to jsc-rlls2@mail.nasa.gov with the following information:

• Full name of the attendee(s)
• Email of the attendee(s)
• Identification of nationality (U.S. or specify other nation citizenship)
• Lawful Permanent Resident Number in the case of foreign national
• Affiliation and Full Office address/phone number
• Indicate if you are interested in adding a point of contact and your company to the Pre-Proposal Conference Attendees List*. If so, provide the following:
  • Point of Contact Name, Email, Phone Number
  • Affiliated Company

*This list will be made public on beta.sam.gov and the RLLS2 Procurement website for prospective offerors.

• If interested in a one-on-one meeting indicate your availability by choosing one of the following:
  • February 8, 2021 between 3:30 p.m. 5:20 p.m. CST
  • February 9, 2021 between 8:30 a.m. 11:00 a.m. CST

A meeting time will be assigned based upon your availability.

1. The RLLS2 Request for Proposal (RFP) and associated documents have been posted. The due date for responses is no later than March 4, 2021 at 5:00 p.m. CST.
2. NASA/JSC will hold a Virtual Pre-Proposal Conference for the RLLS2 procurement on Monday, February 8, 2021, at 1:00 p.m. CST. To register for the RLLS2 Pre-Proposal Conference, please refer to Section L of the attached RFP.

Documents related to this procurement will be available over the Internet. These documents will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application.
