The United States Environmental Protection Agency (EPA) has a requirement for support services for the libraries/information facilities of the EPA in Research Triangle Park (RTP), North Carolina. A cost share type contract is anticipated, but offerors will be allowed to propose other contract types. EPA maintains independent technical library/information facilities in RTP. The EPA library contains approximately 2,000 journals, 7,000 books, 18,000 print documents and 150,000 microfiche documents and provides service to a potential customer base of approximately 3,000 employees located in RTP and other EPA locations throughout the country. The EPA-RTP library is also one of three EPA repository libraries responsible for housing physical copies of EPA produced reports related to air and health effects. In addition, the library serves members of the public in their information needs. In terms of effort, approximately 20,411 hours for the base year and 20,411 hours for subsequent option years are contemplated. The library/information services to be provided range from the professional to the clerical and will be performed on-site. Tasks include mail processing, serials acquisition and handling, circulation, acquisition support and classification, shelving and filing, reference assistance, interlibrary loan/photocopy, document release and referral services, records, procedures and reports, duplication, travel to various conferences and library network meetings, web site support, marketing and outreach, collection development and library instruction program. All materials and equipment necessary for performance will be furnished by the government. The applicable NAICS code is 519120 with a size standard of $15.0 million in average annual revenue. EPA has determined that the solicitation will be processed on a full and open competitive basis. This requirement is a follow-on to contract number EP-D-15-013 with the University of North Carolina at Chapel Hill. It is anticipated that the contract will have an effective date of 04/01/2020. The award will contain a 12-month base period of performance and the potential of four 12-month option periods. Request for Proposal (RFP) 68HERD19R0004 will be issued on or about 11/25/2019. No further synopses will be issued. Proposals will be due 30 calendar days after the RFP is issued. Offerors will be evaluated based upon both technical and cost/price factors. Offerors must be able to provide personnel with education and/or experience in technical library information services.
