Rocket Systems Launch Program (RSLP) Logistics Support Request for Information
1. Logistic Support Overview: The Space Systems Command (SSC), Assured Access to Space (AATS), Small Launch and Targets Division (SSC/AAMX) manages the Rocket Systems Launch Program (RSLP). RSLP is seeking to establish a flexible and responsive contract vehicle to provide comprehensive logistics support for its ground and mission-related equipment. This RFI is intended to gather information from the industry to help shape the acquisition strategy for this effort. RSLP provides responsive space and Research, Development, Test and Evaluation (RDT&E) launch vehicle support to the DoD and other government agencies. This mission is enabled by a wide range of unique, and often aging, Ground Support Equipment (GSE). The forthcoming acquisition is intended to support a wide variety of customer-driven logistics requirements that are currently difficult to fulfill in a timely manner. Given the variety of services and the need for responsive support, the resulting acquisition strategy may result in one or more contracts. Attachment 1 of this RFI contains the high-level requirements for this logistics support acquisition.
2. Background: The RSLP mission relies on numerous heavy equipment transporters, temperature-controlled containers, complex lifting equipment, commercial tractors, trailers, and unique systems for movement and testing. Many of these systems are legacy assets nearing the end of their operational life. Currently, RSLP's organic and contracted logistics processes cannot support expedited acquisitions exceeding the Government Purchase Card (GPC) threshold. This limitation affects our ability to secure critical services in a timely manner, including transportation, emergency maintenance, crane services, and the procurement of one-of-a-kind equipment. This capability gap has previously caused mission delays and could cause future cancellations. RSLP recognizes that industry possesses significant capabilities in these areas, and we are assessing how to best leverage them to meet the logistics needs of our U.S. Government customers.
3. RFI Goals and Objectives: The goal of this RFI is to collect detailed data on available solutions and vendor capabilities to aid in defining the logistics support acquisition strategy. The feedback received will help RSLP understand how industry capabilities align with the requirements outlined in the attached document. Additionally, RSLP seeks feedback regarding business practices (e.g., contract types, ordering procedures, contract deliverable items, etc.) that will lead to the most cost-effective, responsive, and technically viable low-risk solutions. We are also seeking ideas and solutions to conduct rapid and emergency support actions, such as asset recovery or unscheduled maintenance, which require a timely response beyond what is typically achievable through standard contracting timelines.
4. Questions: The following questions are intended for RSLP to gain an understanding of the community's capability and experience. Please provide detailed responses and feel free to add comments that provide insights we may not have considered. If your response is based on assumptions, please identify them in your submittal.
A. Company and Capability Information:
- Provide your Company Name, Address, CAGE Code, UEI number, and a primary Point of Contact. Please state your business size and any socioeconomic categories.
- Provide details on your company's experience providing services across the following areas:
- Maintenance, repair, and refurbishment of heavy-duty vehicles (e.g., Kenworth tractors) and specialized industrial/mechanical equipment (e.g., transporters, cranes, hydraulic systems).
- Transportation of oversized/overweight loads and hazardous materials, including obtaining necessary state and federal permits.
- Management and execution of crane and rigging operations, including providing certified operators and developing lift plans.
- Sourcing and procurement of unique or hard-to-find industrial parts and equipment, including long-lead items or custom fabrication based on government-provided specifications.
- Management, inventory, and forecasting for Government Furnished Property (GFP).
- Provide 1-2 examples of past projects (for government or commercial customers) that demonstrate this experience, highlighting the scope, complexity, and outcome.
B. Business and Acquisition Strategy:
- Does your company intend on proposing as a prime contractor or a subcontractor for future RFPs based on the requirements outlined in this RFI?
- The Government is currently considering an Indefinite Delivery/Indefinite Quantity (IDIQ) contract. From your perspective, what are the advantages and disadvantages of this approach? What alternative contracting strategies (e.g., Multiple-Award IDIQ, Basic Ordering Agreement) would you recommend ensuring maximum flexibility and responsiveness? Please explain your reasoning.
- What contract structures or CLIN arrangements would you recommend for the variety of services described (e.g., recurring maintenance, one-time procurements, emergency services)? Please consider and state any mutual benefits.
- Does your company currently have a General Services Administration (GSA) Schedule?
- Does your company have a Defense Contract Audit Agency (DCAA) approved cost accounting system that is Cost Accounting Standards (CAS) compliant?
- What would preclude you from bidding on a contract of this nature based on the information provided? What changes would you suggest?
C. Rapid Response Capabilities:
- Describe your process for responding to urgent or emergency service requests (e.g., vehicle recovery, critical equipment failure). What is your standard timeline from notification to having resources deployed?
- What are the key contractual or procedural elements that enable a "rapid response" capability? Conversely, what are the primary hindrances to providing such support under a traditional government contract structure?
- What facilities, pre-positioned equipment, or logistical considerations are necessary to support rapid response missions? Should these be contractor-financed or government-owned?
- Are there technical, regulatory, or other external dependencies for rapid response not within your control that need to be addressed contractually or by the Government?

Work Details
The contractor will provide comprehensive logistics support including:
1. **Responsive and Flexible Logistics**: Establish a contract vehicle that supports both scheduled/planned events and unscheduled/emergency requirements, streamlining service acquisition processes.
2. **Procurement**: Acquire unique items and specialized equipment, manage custom fabrication from government specifications, purchase replacement vehicles and heavy mission equipment guided by Technical Requirements Documents (TRDs), procure daily operational consumables, general mission supplies, and specialized lifting equipment.
3. **Heavy Equipment Rental and Lift Operations**: Provide specialized equipment rentals with certified operators for heavy lift operations, ensuring compliance with safety regulations for handling explosive materials.
4. **Transportation Compliance**: Ensure readiness and legal compliance for all movements, including obtaining necessary permits for oversized or hazardous materials transport.
5. **Calibration Services**: Provide routine calibration services for mission tools ensuring they meet required safety tolerances.
6. **Asset Recovery**: Offer immediate recovery services in case of operational mishaps or equipment failures.
7. **Refurbishment Services**: Perform technical upgrades to extend the operational life of legacy RSLP equipment.

Bidder Requirements
Bidders must demonstrate experience in maintenance, repair, transportation of oversized loads, management of crane operations, procurement of unique parts, and management of Government Furnished Property (GFP).
Companies should also possess a GSA Schedule and a DCAA approved cost accounting system compliant with Cost Accounting Standards (CAS). Responses should indicate whether the company intends to propose as a prime contractor or subcontractor.
