RS Means Training in Guam

Background
The Naval Facilities Engineering Systems Command Marianas (NAVFACMAR) is seeking to procure RS Means training services to enhance the skills of its personnel in Guam. The goal of this contract is to provide instructor-led training that will equip trainees with the necessary knowledge and tools for effective facilities estimating, which is crucial for the planning, design, and construction processes within the agency.

The training will be conducted by R.S. Means Company, LLC (The Gordian Group, Inc.), which is uniquely qualified to deliver this proprietary training.

Work Details
The contractor shall provide RS Means Planning/Design/Construction and Estimating In-Person/Class Room Training Services at Santa Rita, Guam. The training includes:
1. A two-day online session delivered virtually prior to the in-person course dates;
2. A five-day in-person instructor-led training course for NAVFACMAR personnel.

The training will cover various estimating topics including Maintenance & Repair Estimating, Facilities Estimating, Advanced Cost Estimating, and Mechanical & Electrical Estimating. All required course materials must be provided in both online and hardcopy formats. The contractor must ensure that all costs related to instructor travel, lodging, printed materials, and other expenses are included in the per-student price.

Period of Performance
The period of performance includes a two-day virtual training session followed by a five-day in-person training session tentatively scheduled for March 3-7, 2025.

Place of Performance
The contract will be performed at Naval Base Guam, specifically at the Apra Heights Complex, Bldg. 4178.
