Description

The Government is conducting market research to identify potential sources that possess the repair data, expertise, capabilities, and experience to meet qualification requirements to repair one or more National Stock Numbers (NSNs) utilized on the RQ-4B Global Hawk System as specified in Attachment A. The contractor shall repair and return assets to the Government in serviceable condition while meeting the delivery schedule for all requirements. The Contractor shall comply with the quality levels for repair necessary to return assets in serviceable condition and deliver them on-time. Additionally, the Contractor shall provide timely response to surge backorders and Mission Capable Awaiting Parts (MICAP) delivery requests. Assets shall be delivered in the configuration in which they are received with the exception of Class II and Class I changes that have already been approved by the Government. Data delivery of quality products shall be on- time and accurate; to include data deliverables, as well as free flowing communication from the contractor pertaining to any repair problems, delivery schedule problems, engineering change proposals, and/or mishap notifications. The contractor shall establish and maintain Contractor Manpower Reporting.

Background
The Government is conducting market research to identify potential sources that possess the repair data, expertise, capabilities, and experience to meet qualification requirements to repair one or more National Stock Numbers (NSNs) utilized on the RQ-4B Global Hawk System.

The purpose of this contracted effort is to obtain repair services in support of the domestic RQ-4B GH Air Vehicle (AV), landing gear components, engine components, Mission Control Element, Launch Recover Element (LRE), various sensors, and peculiar support equipment.

This acquisition will benefit the United States Air Force (USAF) by providing repair support to NSNs associated with the RQ-4 GH, which is part of an integrated Intelligence Surveillance and Reconnaissance (ISR) constellation supporting missions globally.

Work Details
The contractor shall repair and return assets in serviceable condition while meeting delivery schedules for all requirements.

Compliance with quality levels for repairs is necessary to ensure assets are returned in serviceable condition and delivered on time. The contractor must provide timely responses to surge backorders and Mission Capable Awaiting Parts (MICAP) delivery requests.

Assets shall be delivered in their received configuration except for approved Class II and Class I changes. Data delivery of quality products must be timely and accurate, including data deliverables and communication regarding any repair issues or delivery schedule problems.

The contractor is also responsible for establishing and maintaining Contractor Manpower Reporting. Performance metrics include: 90% of items repaired within specified Repair Turnaround Times (RTATs), a maximum of 5% return rate for validated repairs, and timely estimates for MICAP/surge requirements within 36 hours after notification.

Period of Performance
The expected operational life of the contract services extends through Calendar Year (CY) 2027 with a potential six-month extension.
