Description

Background
The US Army Corps of Engineers (USACE) - USACE Mission Support Battalion (UMSB) is seeking to award a commercial services contract for custom computer programming services related to HEC Java software that supports ecosystems. This contract aims to provide maintenance and support for specific software tools including HEC-RPT, HEC-EFM Plotter, HEC-EFM Mapper, and HEC EFMSim.

The purpose of this solicitation is to gather information from interested parties regarding their capabilities in relation to the tasks outlined in the Performance Work Statement (PWS).

Work Details
The contractor shall provide services to support HEC and perform maintenance and minor modifications of HEC Java software related to ecosystems. Specific tasks include: evaluating and classifying issues within existing software code; performing bug fixes; providing field support activities; making minor modifications or enhancements; supporting HEC by attending meetings; and providing supporting documentation.

The contractor will classify issues as bugs, improper use, or functionality gaps, with a requirement for written approval from HEC before proceeding with any work. Bug fixes are categorized into minor, routine, and major based on the complexity and time required for resolution. Field support activities will assist users with software setup and usage, while minor modifications will address functionality gaps identified by HEC.

Period of Performance
The period of performance is specified task by task in the PWS, with ongoing modifications and support expected over a duration of 730 days from award.

Place of Performance
The contract will be performed at locations specified by the US Army Corps of Engineers, which may include various offices within the Continental United States.

Bidder Requirements
Bidders must demonstrate relevant experience in custom programming services related to Java software for ecosystem applications. Key personnel qualifications are critical, as contractors must commit personnel evaluated during the source selection process. Additionally, bidders should have access to necessary licenses such as Bitbucket, Jira, and TeamCity by the time of award.

Incumbent Analysis (see Incumbents section for more detail)
This opportunity appears to have a confirmed incumbent, with Resource Management Associates awarded multiple prior maintenance and support contracts for HEC Java ecosystem software. Prior awards include W912HQ25P0087 ($261,364) for maintenance/support of HEC-EFMSim and W912HQ24P0068 ($236,318) and W912HQ25P0072 ($232,415) for maintenance/support of HEC-RPT, HEC-EFM Plotter, and HEC-EFM Mapper. The current PWS scope—evaluating/classifying issues, bug fixes, minor modifications/enhancements, field support, and documentation for the same HEC Java tools—reads as a continuation of the same ecosystem-focused software maintenance effort.
