Description

In accordance with FAR 7.107-5, the VA intends to consolidate acquisition support services for Regional Procurement Office West (RPOW). The consolidation of acquisition support services requirements identified is in the best interest of the Government. This consolidation meets the requirements of FAR 7.107 and the benefits of the consolidated acquisition would exceed the benefits that would be derived from an alternative approach. Therefore, the VA found that consolidation is necessary and justified and this notice shall be available seven days prior to the release of the Request for Quote (RFQ) for this requirement. Background
The Department of Veterans Affairs (VA) intends to consolidate acquisition support services for the Regional Procurement Office West (RPOW). This consolidation is deemed to be in the best interest of the Government, as it aligns with procurement regulations and is justified due to the anticipated benefits exceeding those from alternative approaches.

The consolidation aims to enhance government efficiency and reduce procurement action lead time (PALT) by utilizing fewer contract personnel hours, thereby streamlining operations.

Work Details
The contractor will provide acquisition support services that include program support staff and legal reviews. The consolidation will facilitate a centralized point of contact for RPOW, reduce administrative burdens, and improve coordination between the Veterans Health Administration (VHA) and the contractor.

The procurement strategy is set aside 100% for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs), ensuring adequate competition through Full and Open Competition after Exclusion of Sources. The new Indefinite Delivery Indefinite Quantity (IDIQ) contract will satisfy the requirement for contractor support while permanent staff hiring efforts are underway.
