AMD 0003: The purpose of this amendment is to extend the proposal due date to 12 May 2025. AMD 0002: The purpose of this amendment is to update Section J to: 1) Update Attachment 01, Statement of Work; 2) Correct administrative error for Attachment 02, Contractor Surveillance Plan; 3) Update Exhibit A003, Risk Management Framework; 4) Provide Attachment L-5 responses; and 5) Update provisions and clauses IAW Class Deviation 2025-O0003, Restoring Merit-Based Opportunity in Federal Contracts. AMD 0001: The purpose of this amendment is to revise Section L.B. 2.1, from maximum of three past performance references to two past performance references. RFP Notice for RSNF Surface Training Systems Sustainment. Interested parties will need to contact the Primary POC to request and facilitate receipt of the associated RFP documents.

Background
The Royal Saudi Naval Forces (RSNF) is seeking contractor support for the sustainment of Surface Training Systems. The goal of this contract is to ensure the effective mobilization and provision of Contractor Logistics Support (CLS) and Contractor Instructional Support (CIS) in accordance with the Statement of Work (SOW). This contract aims to enhance the operational readiness and training capabilities of RSNF personnel.

Work Details
The contractor shall provide the following services:

1. Mobilization (CLIN 0100): All supplies and services necessary to complete Phases I and II of Mobilization as per SOW.

2. CLS/CIS (CLINs 1000, 2000, 3000, and 4000): Provide all supplies and services necessary to perform CLS/CIS in accordance with SOW and site-specific Addendums.

3. Over and Above Work Requests (OAWR) (CLINs 1010, 2010, 3010, and 4010): Submit OAWRs as required per SOW; each OAWR will be negotiated as needed.

4. Technical Refresh (CLIN 1020): Complete the Naval Tactical Team Trainer Technical Refresh as per SOW and Addendums.

5. Technical Data (CLINs 1101, 2101, 3101, and 4101): Provide administrative and technical data in accordance with Contract Data Requirements List (CDRL) DD Form 1423.

Period of Performance
The contract period will commence approximately in November 2025 and will span over a total of approximately 52 months, including a mobilization period of four months followed by one base year for CLS/CIS services and three optional years.

Place of Performance
The primary place of performance will be at the Naval Tactical Team Trainer Facility located at King Abdul Aziz Naval Base in Jubail, Saudi Arabia.
