Background
The Norfolk Naval Shipyard (NNSY) in Portsmouth, Virginia, requires Roving Fire Watch (RFW) services to support maintenance and repairs of fire protection systems within specific buildings. The goal of this contract is to ensure continuous monitoring and mitigation of fire risks in the Triplex (buildings 163, 202, and 234) and building 510, which are located inside the Controlled Industrial Area (CIA). This requirement is essential for maintaining safety during the maintenance of fire alarm, fire suppression, and fire sprinkler systems.

Work Details
The contractor shall provide a Roving Fire Watch consisting of qualified individuals tasked with identifying and controlling fire hazards, detecting early signs of fire, and activating alarms in case of a fire. Specific requirements include:

1. **Roving Fire Watch**: Continuous surveillance of the buildings to support inoperable fire protection systems.

2. **Hazardous Material Handling**: Ensure personnel are trained on handling hazardous materials as per NAVSHIPYDNORINST P5090.2.

3. **Safety Compliance**: Adhere to Occupational Safety and Health Administration standards and other applicable regulations.

4. **Equipment Provision**: Contractor employees must have their own PPE and be provided with necessary equipment such as flashlights and timekeeping devices.

5. **Training Requirements**: Personnel must complete specific training including NAVSEA Standard Item 009-74 and Fire Watch Training per 29 CFR 1915.508.

6. **Documentation**: Maintain records of training completion for all personnel involved in the RFW service.

Period of Performance
The contract will be performed over a period starting from March 20, 2025, with options extending through March 19, 2028.

The work will primarily be performed on-site at the Triplex (Buildings 163, 202, and 234) and Building 510 located within the Controlled Industrial Area at Norfolk Naval Shipyard in Portsmouth, Virginia.
