Background
The Forces Surveillance Support Center (FSSC) is responsible for providing tactically significant air and maritime track data to the Joint Interagency Task Force South (JIATF-S), contributing to national security by countering illicit trafficking.

The Relocatable Over-the-Horizon Radar (ROTHR) system, developed during the Cold War, has evolved to support counter-drug operations since 1993. The ROTHR system operates continuously, providing surveillance capabilities from sites in Virginia, Texas, and Puerto Rico.

Work Details
The contractor will provide Operations and Maintenance (O&M) support for the ROTHR system, which includes:
1. **Operations Control Center (OCC)**: Management of watch stations, detection and tracking operations, and communications support.
2. **Radar Systems Maintenance**: Maintenance of radar subsystems including transmitters and receivers, ensuring performance standards are met or exceeded.
3. **Maintenance Management**: Implementation of preventive and corrective maintenance programs, including corrosion prevention and control.
4. **Installation Support**: Facilities maintenance for ROTHR sites in Virginia, Texas, and Puerto Rico, including environmental health and safety programs.
5. **Quality Control**: Adherence to ISO 9001 compliance standards with regular quality inspections.
6. **Security**: Implementation of physical security measures and cyber security protocols.
7. **Logistics Support**: Management of government-furnished property and logistics for maintenance operations.

Period of Performance
The contract performance period is anticipated to be from May 1, 2026, through April 30, 2027, with options that could extend performance through April 30, 2031.

Place of Performance
The contract will be performed at various locations including Virginia, Texas, and Puerto Rico.
