Rotary-Wing Flight Services in Nevada

Background
The United States Department of Agriculture (USDA), Animal and Plant Health Inspection Service (APHIS), Wildlife Services (WS) Program in Nevada requires contracted rotary-wing flight services to support wildlife damage management and related operational missions.

This acquisition is set-aside for small business concerns, with the goal of providing essential flight services to assist in wildlife management efforts.

Work Details
The contractor must provide rotary-wing flight services, which include the following tasks:
1. Conduct safe and effective rotary-wing flight operations to support wildlife damage management missions such as predation mitigation, disease monitoring, invasive species removal, and emergency response operations. Flights must be conducted during daylight hours and under VFR conditions with a minimum availability notice of 72 hours.
2. Maintain required safety, reporting, and compliance documentation including accurate flight hour documentation per sortie and reporting all accidents or incidents as per FAA regulations.
3. Comply with personal protective equipment requirements by wearing WS-approved aviation helmets, flight suits, gloves, etc., during all operations.
4. Ensure aircraft fueling, handling, and maintenance compliance according to manufacturer requirements and FAA regulations while maintaining accurate maintenance records.
5. Implement and maintain a Contractor Safety Management System that aligns with WS aviation safety practices.

Period of Performance
The contract period spans from May 1, 2026, to April 30, 2031, divided into five ordering periods of one year each.

Place of Performance
The contract will be performed in Nevada.
