This Request for Information (RFI) is for rotary wing service within Afghanistan. There is no solicitation package available at this time. USTRANSCOM/TCAQ-R is seeking sources that may be able to provide rotary wing services capable of flying 150 hours per aircraft for 24 days a month. Missions will average 6 hours per day and 1,800 hours per year with 1.5 days per week for maintenance. Contract air must achieve 80% daily availability rate. At no time will any one location have less than 1 aircraft fully mission capable. The Government anticipates acquiring 8 medium lift helicopters and 6 heavy lift helicopters. The medium lift helos should have an estimated passenger capability of 8 - 15 and an internal load between 3,000 lbs and 6,000 lbs and an external load between 5,000 lbs and 8,000 lbs. The heavylift helos should have an estimated passenger capability of 12-26 and an internal load between 5,000 lbs and 8,000 lbs and an external load between 6,000 lbs and 10,000 lbs. The Government anticipates the contractor positioning 1 medium lift and 1 heavy lift helo in Bagram; 2 heavy lift helos in Jalalabad; 3 medium lift helos in Salerno; 1 medium and 1 heavy lift helo in Sharana; 2 heavy lift helos in Bamyan and 3 medium lift helos in Kandahar to meet mission requirements. The Combined Joint Task Force (CJTF) requires the contractor maintain flexibility which may result in a need to relocate any or all of these aircraft to other locations within Afghanistan. Contractor must be DoD Approved and be able to transport both passengers and cargo. Cargo may consist of CLASS I (Food and Water), CLASS II (General Supplies), CLASS III (Fuel), CLASS IV (Construction Materials), CLASS V (Ammunition-small arms only), CLASS VI (AAFES supplies), CLASS VII (Major End Items), CLASS VIII (Medical Supplies), CLASS IX (Repair Parts), or CLASS X (non-military goods such as humanitarian assistance items). The cargo will be configured for loading inside the cabin of the aircraft or prepared for slingload delivery. The contractor must be prepared to accept cargo in either configuration; internal or slingload. Multiple awards will be considered. All interested parties should respond with rotary wing type and capacity that is currently available that would justify the source's qualifications to perform this task. At this time, USTRANSCOM is NOT looking for proposals. NO SOLICITATION EXISTS AT THIS TIME. This RFI does not constitute an Invitation for Bids, Request for Proposals, nor a Request for Quotations, and is not to be construed as a commitment by the Government to issue an order or otherwise pay for the information solicited.
