This is a PRESOLICITATION NOTICE for the upcoming Solicitation 75H70124R00052 Rosebud Exterior Construction Project Bid Pack 1, located at Rosebud, SD. These construction services will be in support of the Indian Health Service (IHS) prepared in accordance with FAR Part 36.

The Government anticipates releasing the solicitation on or about July 11, 2024 and will remain open for approximately 30 calendar days. The solicitation and all amendments for this Request for Proposals will be posted on https://sam.gov under Contract Opportunities. A full scope of work, plans and specifications and Construction Wage Determination will be included in the solicitation documents. Additional details can be found in the solicitation when it is posted to https://sam.gov.

SCOPE OF WORK: The purpose of this project is to procure various construction tasks at Rosebud Hospital in Rosebud, SD. Bid Pack 1 consists of a full exterior replacement for the Rosebud Hospital to include roof, insulation, doors, windows, siding, louvers, vestibule expansion, generator replacement and electrical system upgrade, and other exterior accessories. All work is to be completed in accordance with the design documents provided for this project.

LOCATION OF PROJECT: All work shall be performed at the Rosebud Hospital, located at 400 Soldier Creek Road, Rosebud, SD 57570.

CONSTRUCTION DURATION: Period of Performance is 540 calendar days from issuance of the Notice to Proceed.

CONSTRUCTION MAGNITUDE: The magnitude of this construction project is anticipated to be between $5,000,000 and $10,000,000, in accordance with FAR 36.204.

SITE VISIT: Details regarding the Site Visit will be included in the solicitation.

CONTRACT TYPE: IHS intends to award a single Firm Fixed Price (FFP) contract in support of this requirement.

This solicitation will be procured as a Request for Proposal (RFP) in accordance with FAR Part 36 procedures with Lowest Price Technically Acceptable (LPTA) evaluation criteria.

This project will be solicited as 100% set aside for Indian Small Business Economic Enterprise (ISBEE) under North American Industry Classification System (NAICS) code 236220 Commercial and Institutional Building Construction Contractors.
