Background
The Naval Facilities Engineering Systems Command (NAVFAC) is issuing this Indefinite Delivery/Indefinite Quantity (IDIQ), Firm Fixed Price (FFP), Multiple Award Construction Contract (MACC) for roofing construction, repair, and alteration of naval facilities.

The contract covers the NAVFAC Northwest Area of Responsibility, which includes states such as Washington, Oregon, Idaho, Montana, Alaska, Iowa, Minnesota, North Dakota, South Dakota, Nebraska, and Wyoming. Most work is anticipated to occur in Washington State. This solicitation is set aside 100% for Small Business.

Work Details
The scope of work under this MACC includes:
- Complete tear off and application of new built-up roof or the application of a fully adhered PVC roofing system.
- Repairs to existing roofing systems.
- Compliance with environmental regulations.

Complexity factors include managing roofing projects with limited site access, short construction schedules, compliance with complex environmental regulations, work in industrial environments, installation of pre-engineered fall protection systems, and repair of substrate and deteriorated framing along with fabrication and installation of metal flashing materials. Projects submitted must be completed within the past seven years and should demonstrate relevant experience in roofing projects valued between $2,000 to $5 million.

Period of Performance
The base contract includes a 24-month ordering period or until the maximum programmed amount of $75 million is reached. An option period may extend for an additional 36 months under similar conditions.

Place of Performance
The primary geographic locations for performance are within the states of Washington, Oregon, Idaho, Montana, Alaska, Iowa, Minnesota, North Dakota, South Dakota, Nebraska, and Wyoming.
