Background
The Department of Homeland Security (DHS) is issuing this solicitation for Roleplayer Services at the Federal Law Enforcement Training Center (FLETC) located in Glynco, GA.

The mission of FLETC is to prepare the federal law enforcement community to safeguard the American people and their values through strategic partnerships. This contract aims to provide essential roleplayer support for various law enforcement training exercises conducted at the FLETC campus, which includes a diverse range of training programs for over 100 partner organizations.

Work Details
The contractor will be responsible for furnishing personnel, supervision, management, office equipment, materials, and supplies necessary to provide Roleplayer Services (RPS).

Key tasks include:
- Hiring and training roleplayers;
- Preparing them for specific scenarios;
- Managing props and protective gear;
- Maintaining an inventory database;
- Scheduling roleplayers for training exercises;
- Conducting inspections;
- Ensuring roleplayers meet the required characteristics as specified in scenario packets.

The contractor must support an average of 800 training exercises per month, utilizing approximately 400 roleplayers daily. Specific services include executing Driver Marine Division’s Standardized Field Sobriety Test (wet lab); managing technical library resources; and ensuring all props are cleaned, repaired, or replaced as needed.

Period of Performance
The contract period will begin with a Phase-In from October 1, 2025 to October 31, 2025, followed by a Base Period from November 1, 2025 to October 31, 2026. There are additional option periods extending through November 30, 2030.

Place of Performance
The services will be performed at the Federal Law Enforcement Training Center located at 1131 Chapel Crossing Rd, Glynco, GA 31524.
