ROCR Leaf Removal

Background
The National Park Service (NPS), part of the U.S. Department of the Interior, is issuing this solicitation for Leaf Removal Services at Rock Creek Park (ROCR) in Washington, DC. The goal of this contract is to ensure effective leaf removal to maintain the park's aesthetics and safety during the leaf season.

Work Details
The contractor is responsible for providing all labor, materials, and equipment necessary for leaf removal services at ROCR. Key tasks include:
- Conducting two leaf removal collection cycles at each location during the leaf season;
- Ensuring total removal of leaves during each cycle;
- Removing and disposing of all collected leaves off National Park Service property;
- Providing labor and supervision, equipment and vehicles, fuel and materials;
- Removing all incidental debris such as tree limbs off-site.

The contractor must also ensure that all personnel are trained in leaf removal and equipment safety, use required Personal Protective Equipment (PPE), and wear identifiable company uniforms. Equipment provided must meet OSHA standards and be properly licensed.

Period of Performance
Base Period: 09/01/2026 to 08/31/2027; Option Year 1: 09/01/2027 to 08/31/2028; Option Year 2: 09/01/2028 to 08/31/2029; Option Year 3: 09/01/2029 to 08/31/2030; Option Year 4: 09/01/2030 to 08/31/2031; Six-Month Extension: 09/01/2031 to 03/01/2032.

This opportunity is a total small business set-aside. Bidders must also obtain a Unique Entity Identifier (UEI) and be registered with an active status at the time of quote submission and throughout the contract performance.
