Rocket Motor Technical Services (RMTS) Follow On

This Notice of Intent and/or Synopsis is not a request for competitive proposals, proposals submitted at this time will not be considered by MDA. There is no formal solicitation package available at this time; however, all interested sources may submit a capability statement which shall be considered by the agency. MDA will not be liable for any cost incurred for any information submitted.

It is the intent of the Missile Defense Agency (MDA) to issue a sole source solicitation to ATK Launch Systems LLC, 5000 S 8400 W, Magna, UT, 84044, to provide technical support for all stages of Government Furnished Property (GFP) rocket motors (Trident I C4s, Castor IVA/IVB, Orbus1/1A, and Orion Motors). ATK Launch Systems will be responsible for motor refurbishment of GFP motors, providing technical support, flight certification, safe handling, transportation, propulsion, propellant/motor component testing, propellant sensitivity studies, aging assessment, storage, demilitarization/disposal of legacy rocket motors and other technical support as needed. The period of performance for this contract will be March 2022 through March 2031.

The proposed contract will be awarded on a sole source basis to ATK Launch Systems LLC pursuant to the authority of FAR 6.302-1(a)(2)(iii) for highly specialized services where it is likely that award to any other source would result in substantial duplication of costs to the Government that is not expected to be recovered through competition or unacceptable delays in fulfilling the Agency's requirements. To date, ATK Launch Systems LLC is the only provider of this type of technical support for all stages of the Government Furnished Property (GFP) rocket motors (C4s, Castor IVA/IVB, Orbus1/1A, and Orion Motors).
