Description

The U.S. Army Corps of Engineers, New York District intends to issue a solicitation package seeking to award a firm fixed-price construction contract through the sealed bidding process for the following:

The East Rockaway Inlet to Rockaway Inlet (or Rockaway ) project area is in the Borough of Queens, New York City. The Atlantic Oceanfront shoreline, which is a peninsula approximately 10 miles in length, generally referred to as the Rockaways, separates the Atlantic Ocean from Jamaica Bay immediately to the north. The purpose of the Rockaway project is to provide an effective barrier against erosion and wave attack, while limiting storm surge inundation and cross-peninsula flooding.

Rockaway Contract 2 will include the following features: a reinforced dune (sheetpile with a concrete cap fronted by a rubblemound structure), dune crossovers (approximately 101 crossovers including on-grade pedestrian crossovers with stabilization mats, elevated timber Americans with Disabilities Act (ADA) compliant pedestrian crossovers, vehicular crossovers and combination vehicular with pedestrian crossovers), and beachfill. The estimated quantity of total beachfill is 2.8 million cubic yards. The reinforced dune generally has a structure crest elevation of +17 feet NAVD88 and dune elevation of +18 feet NAVD88, extending approximately 35,000 linear feet (LF) from Beach 9th Street to Beach 149th Street. Major construction materials include an estimated 367,000 tons of 3-5 ton armor rock, 212,000 tons of core material and gravel bedding stone, and 1.36 million square feet of steel sheetpile. The average penetration depth of steel sheetpile is approximately -14 ft NAVD. The berm elevation is +8 feet NAVD88 and extends into Riis Park on the western end of the project. The borrow area is located approximately 2 miles south of the Rockaway Peninsula and about 6 miles east of the Rockaway Inlet.

The proposed construction schedule is to start September 2021, and project cost is estimated between $100,000,000 and $250,000,000.

Plans and Specs will be available on or about 06-July-2021 Bids will be submitted to the U.S. Army Corps of Engineers, Contracting Division, Room 1630 26 Federal Plaza, New York, NY 10278.

The media selected for issuance of Synopsis/Solicitation and amendments shall solely be at the discretion of the Government; accordingly, the media utilized for this project shall be the internet. Paper copies of this solicitation and amendments, if any, will not be available or issued. In accordance with DFARS 252.204-7007, all vendors who want access to the solicitation must be registered with System for Award Management (SAM), located at https://www.sam.gov/portal/public/SAM/ and in order to safeguard acquisition-related information for all Federal Agencies. Interested parties may download and print the solicitation at no charge from the SAM.Gov. The Office of the Under Secretary of Defense (Acquisition Technology & Logistics (OUSD{AT&L}) A Guide to Collection & Use of Past Performance Information dated 2003 and FAR Part 36 requires the collection and use of past performance information (PPI) in acquiring best-value goods and services. FAR Subpart 36.3 and DFARS Subpart 236.2 mandate the use of Contract Performance Assessment Reporting System (CPARS) by all DoD agencies for construction contracts greater than or equal to $650,000 or more than $10,000 if the contract was terminated for default. CPARS is located at: https://www.cpars.csd.disa.mil. More definitive guidance and instructions will be incorporated in the solicitation and resultant contract.
