SITE VISIT INFORMATION

On 13 August 2019 at 9:30AM CST, a site visit will be hosted by the Government at the Robert S. Kerr Powerhouse, located at 29759 Power House Rd, Keota OK 74941-6569.

Participants shall follow the instructions on page 15 of the draft solicitation. The contract specialist for this action is Shay Hill.

As a reminder, only registered persons will be permitted to attend the site visit. Only two persons from each business entity will be permitted to attend.

All particiapants must wear safety shoes/boots, and a hard hat.

This announcement is a request for information (RFI) for feedback from potential contractors concerning the rehabilitation of four existing turbine and generator units at the Robert S. Kerr Powerhouse in Oklahoma.
The requirements of this project are to provide all equipment, labor, materials, and work required to refurbish Robert S. Kerr turbine generating Units 1 through 4 at the Robert S Kerr Powerhouse located in Sallisaw, Sequoyah County, Oklahoma. The existing turbines are five-bladed Kaplan-type units manufactured by Allis Chalmers. They were designed for a maximum output of 46,000 hp but have been operated at 35,000 hp to accommodate the existing generator nameplate of 28,947 KVA at a power factor of 0.95. The units have been generator limited over their life. The rehabilitation of each turbine generator unit shall include the rehabilitation of the existing runner and the rewind of its corresponding generator. This work will require the disassembly of the runner hub and replacement and refurbishment of internal components, rewind of the generator, and replacement or rehabilitation of other components as required in the specifications. The contractor shall also be required to rehabilitate Units 1 through 4 by replacement of the generator stator winding. The new stator winding shall be rated at 42,000 KVA at a power factor of 0.9 with a temperature rise limited to 75 degrees C above a 40 degree C ambient temperature. Replacements of Units 1 through 4 generator stator cores will be included as an option to be exercised on an as needed basis. The field winding will be inspected, tested, and cleaned. Specifically, the proposed plan of work involves the contractor furnishing all supervision, engineering, labor, materials, and equipment to perform the following work in strict accordance with the detailed requirements of the contract.
The goal of this RFI is provide industry with an opportunity to review the specifications and drawings, and to provide the Government with relevant information and feedback regarding the maturity, manufacturability, sustainability, and affordability of existing and emerging technologies that may support this rehabilitation project. USACE SWT is requesting a review of the documents concerning this announcement. The primary areas of interested are associated with the rehabilitation of the turbine and generators.
Sensitive and/or proprietary information received from industry and other respondents as a result of this RFI and all future exchanges of information will be properly protected from any unauthorized disclosures; however, it is incumbent upon the respondent to appropriately mark all submissions. The Government will not release any material marked as "Proprietary Information" to any firm, agency or individual outside of the Government. Any proprietary information used to develop the final results will be properly protected from unauthorized disclosures.
THIS IS NOT A REQUEST FOR PROPOSALS, AND THE GOVERNMENT DOES NOT INTEND TO AWARD A CONTRACT ON THE BASIS OF THIS RFI OR TO OTHERWISE PAY FOR THE INFORMATION SOLICITED. THE GOVERNMENT DOES NOT INTEND TO AWARD A CONTRACT ON THE BASIS OF THIS RFI OR TO OTHERWISE PAY FOR THE INFORMATION SOLICITED. This RFI does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated, or received for this contemplated effort. This RFI is for planning purposes only and shall not be considered as a request for proposal or as an obligation on the part of the Government to acquire any products or services. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this RFI or the Government's use of such information. The Government reserves the right to reject, in whole or in part, any contractor's input resulting from this RFI. Responses to this RFI will not be returned. Whatever information is provided in response to this RFI may be used to assess tradeoffs and alternatives. The information provided may be utilized by the Army in developing its acquisition strategy and in its statement of objectives (SOO) and performance specifications. The Government may also combine information from multiple submissions in response to this RFI in order to construct its own concepts. Any information provided to the Government will be safeguarded.
