The requirements of this contract are to provide all equipment, labor, materials, and work required to refurbish Robert S. Kerr turbine generating Units 1 through 4 at the R.S Kerr Power Plant located in Keota, Le Flore County, Oklahoma. This is not a full and complete listing of the required work listed in the specification. Specifically, the proposed plan of work involves the Contractor furnishing all supervision, engineering, labor, materials, and equipment to perform the stated work in strict accordance with the detailed requirements of the contract.

The existing Kaplan turbines will be replaced with new Kaplan turbine runners with a rated output of 49,300 hp. to accommodate the new rewound generators. Besides the replacement of the turbine runner the majority of the turbine work will be focused around head covers, wicket gates, turbine shaft, runner, bearings, operating ring, servomotors, and facing plates. The wicket gates will be replaced. A discharge ring insert will be fabricated, installed and machined to proper profile. The rest of the turbine equipment will be inspected and/or replaced/refurbished to include but not limited to stay ring, stay vane, vacuum breaker, head covers, bottom ring, and facing plates.

The Contractor shall also be required to rehabilitate Units 1 through 4 by replacement of the generator stator winding. The new stator winding shall be rated no less than 37,895 KVA at a power factor of 0.95 with a temperature rise not to exceed 75 degrees C above a cooler discharge air temperature of 40 degree C., when operated at rated load. Replacements of Units 1 through 4 generator stator cores will be included as an option. The field winding will be inspected, tested, and cleaned, but may be reinsulated as an option. The generator upper and lower bearing pads, thrust bearing shoes and runner will be refurbished. The thrust bearing collar on the generator shaft will be inspected and optionally refurbished. One new set of thrust bearing shoes will be fabricated as spares.

Amendment 0001 is issued to update the Bidder Inquiry key.

Amendment 0002 is issued to update the information pertaining to the site visit.

Amendment 0003 is issued to extend the proposal due date, update FAR 52.204-24 and 52.204-25, update the wage determination, and incorporate a generator test report.

Amendment 0004 is issued to extend the proposal due date.

Amendment 0005 is issued to extend the proposal due date; replace the proposal schedule; update Sections 00 22 11, 00 72 00, and 00 73 00; update the wage determination; and update the specifications section.

Amendment 0006 is issued to extend the proposal due date.

Amendment 0007 is issued to update information pertaining to bonding requirements and specification changes in Sections 00 21 16, 00 73 00, 01 00 00, 01 22 00.00 26,48 13 13.01 26, 48 13 13.04 26 and 48 13 16.00 26.

Amendment 0008 is issued to extend the proposal due date.
