The Federal Emergency Management Agency (FEMA) will be soliciting proposals for a sitewide improvement project at Mount Weather Emergency Operations Center. The work will include demolish of existing structures, roof replacement, utlity upgrades and roadway improvements. The Statement of work will provide further details of the work requested.

Attached is FINAL solicitation for informational purposes. Information regarding dates for the Site visit and Area A Acces forms are included. Due date for proposals is planned for August 29th, 2025. CLIN items are described in the Statement of work.

Award will be made using a Best Value method to the Government.

Background
The Federal Emergency Management Agency (FEMA) is soliciting proposals for a sitewide improvement project at the Mount Weather Emergency Operations Center (MWEOC). The goal of this contract is to enhance the facility's infrastructure, which includes demolition of existing structures, utility upgrades, roadway improvements, and overall site enhancements. This project is classified as unclassified and is expected to exceed $10 million in construction costs.

The MWEOC plays a critical role in emergency operations and requires these improvements to maintain its operational capabilities.

Work Details
The scope of work includes:
1. Demolition of multiple buildings including Buildings 310, 312, 315, 320, 320A, 400, 408, 408A, and 714A. Limited refurbishment of Building 410 post-demolition of Building 408A. Hazardous materials present in the buildings must be handled according to safety regulations.

2. Expansion of visitor parking at Building 911 with necessary security fencing and ADA accommodations. Rerouting of sanitary sewer lines and installation of site lighting and new curb and gutter.

3. Installation of electrical and communication ductbanks for future infrastructure needs.

4. Construction of a new four-way traffic intersection to improve access around the facility along with stormwater management systems.

5. Regrading slopes along East Valley View Drive for stabilization and repair work on road shoulders.

6. Full depth repairs or milling and paving across approximately 75% of paved surfaces on the MWEOC campus with traffic control measures in place.

Period of Performance
The contractor shall begin performance within seven calendar days after receiving the notice to proceed and complete all work within a period not exceeding 730 calendar days.

Place of Performance
All construction activities will take place at the Mount Weather Emergency Operations Center located at 19844 Blue Ridge Mountain Road, Mount Weather, Virginia.
