This is a Request for Proposal (RFP) for a contract that will support the Roadside Safety Research and Federal Outdoor Impact Laboratory (FOIL) by procuring advanced crash analysis technical support services. The Contractor will be required to furnish technical crash analysis and trasportation engineering research support services in support of the Federal Highway Administration (FHWA). The government intends to award a single award 60-month Indefinite-Delivery-Indefinite-Quantity (IDIQ) contract utilizing Firm-Fixed Price (FFP) and Time and Materials (T&M)/Labor Hour (LH), or a hybrid of both types, Task Orders.

Background
The Federal Highway Administration (FHWA) is issuing a Request for Proposal (RFP) for a contract to support the Roadside Safety Research and the Federal Outdoor Impact Laboratory (FOIL). The goal of this contract is to procure advanced crash analysis technical support services, which will aid in the FHWA's mission to enhance roadway safety and reduce fatalities and serious injuries on the Nation's roadways.

The FOIL is an ISO 17025 accredited laboratory that conducts crash testing and research on roadside hardware, contributing to safety research and development programs.

Work Details
The Contractor will provide non-personal technical support services, including: conducting advanced crash research; applying advanced research methods for vehicle and infrastructure evaluation; advancing crash analysis technologies; conducting crash testing to validate computer models; disseminating research findings; supporting educational opportunities related to safety; and maintaining lab equipment.

Specific tasks may include developing finite element models, conducting field tests, and providing technical advice to FHWA. The Contractor must also operate and maintain the FOIL lab located at FHWA’s Turner-Fairbank Highway Research Center in McLean, Virginia.

Place of Performance
The primary location for performance will be at the Federal Outdoor Impact Laboratory (FOIL) in McLean, Virginia.
