Background
The Department of Veterans Affairs (VA) is issuing this solicitation for Reusable Medical Device (RMD) courier services to support the transportation of both contaminated and sterile RMD between the Wilkes-Barre VA Medical Center (WBVAMC) and the Allentown Outpatient Clinic (AOPC).

The goal of this contract is to ensure safe, compliant, and efficient transport of medical devices critical to patient care, adhering to all relevant regulations and standards.

Work Details
The contractor shall provide courier services for transporting RMD daily between WBVAMC and AOPC. Key tasks include:
1. Drop off contaminated RMD and pick up sterile RMD from WBVAMC by 2:00 PM.
2. Drop off sterile RMD and pick up contaminated RMD from AOPC by 3:30 PM.
3. Drop off contaminated RMD to WBVAMC by 5:00 PM.
4. Ensure that transport vehicles are environmentally controlled, maintaining temperatures between 66-72 degrees Fahrenheit and humidity levels of 20-60%.
5. Maintain physical separation between soiled and sterile items during transport.
6. Comply with applicable Department of Transportation (DOT) regulations for packaging and transporting contaminated items.
7. Provide electronic alerts for environmental deviations during transport.
8. Maintain records including Photo Proof of Delivery (POD) for three years as per VHA Directive 1116.

Period of Performance
The contract period is set from April 20, 2025, to April 19, 2027.

Place of Performance
The services will be performed between the Wilkes-Barre VA Medical Center located at 1111 East End Boulevard, Wilkes-Barre, PA 18711-0030, and the Allentown Outpatient Clinic located at 3110 Hamilton Boulevard, Allentown, PA 18103.
