Background
The Naval Facilities Engineering Systems Command, Hawaii (NAVFAC HI) is responsible for the management and execution of construction projects within the region.

This contract is part of a broader initiative to standardize and enhance interoperability of building control systems at Joint Base Pearl Harbor Hickam (JBPHH) and associated facilities, including the Pacific Missile Range Facility (PMRF).

The goal of this contract is to ensure that all projects requiring a connection to the Control System Platform Enclave (CSPE) utilize the Automated Logic Corporation (ALC) WebCTRL® web-based building automation system, which is critical for maintaining operational efficiency and cybersecurity.

Work Details
The scope of work includes the use of ALC's WebCTRL® system for all projects that require integration with NAVFAC HI's CSPE.

This encompasses the installation and programming of programmable building controllers categorized as Facility Related Control Systems (FRCS). The work will involve configuring ALC controllers using government-licensed software, ensuring compliance with Department of Navy cybersecurity requirements.

The estimated cost for utilizing ALC equipment through September 30, 2025, is expected to be significant but represents only a small fraction of total construction costs. All required programmable building controllers are authorized under this Class Justification and Approval (CJ&A), regardless of procurement method.
