The purpose of this synopsis is to gain knowledge of potential qualified sources and their size classification (hubzone, 8(a), small, small disadvantage, veteran owned small business (VOSB), service-disabled veteran owned small business (SDVOSB), or large business) relative to NAICS 561730 with size standards of $9.5 million. Note that if VA's pending market research establishes that two or more SDVOSB or VOSB, who are certified on SBA's VetCert, Veteran Small Business Certification (sba.gov), can perform the project at a fair and reasonable price, VA will set aside the underlying solicitation per 38 U.S.C. 8127.

Responses to this synopsis will be used by the Government to make appropriate acquisition decisions. After review of the responses to this Sources Sought Synopsis, a solicitation announcement may be published on SAM.gov and/or GSA eBuy. Responses to this Sources Sought Synopsis are not considered adequate responses to the solicitation announcement.

Complete the attached information requested and provide any pertinent documents/ information necessary to determine your company can peform all requirements in the Statement of Work. Just saying your interested does not suffice.

General Requirements:

The National Cemetery Administration (NCA) has a requirement to establish a contract for the Riverside National Cemetery (RNC) for Headstones, Niche Covers, and Memorial Marker (flat bronzes, flat granites) Cleaning Services and the maintenance of four large memorials located in the cemetery.

Example of work requirements consists of cleaning all memorial markers and headstones to remove objectionable material and discoloration, such as accumulations of bird droppings, mud. Cleaning techniques shall include high pressure spraying, scrubbing, and rinsing with water. Cleaning techniques shall demonstrate a clear understanding of, and the sensitivity to, such environmental issues as ground water contamination, wetlands, etc., and shall be consistent and fully compliant with all applicable Federal, State, and County laws, ordinances, and regulations.

Maintenance of memorials include monthly cleaning, weekly cleaning in accordance with the Statement of Work (SOW). In addition, the memorials require irrigation maintenance, fertilizer/fungicides, rose pruning, removal, and replacement of dead rose bushes. The objective of memorial maintenance is to ensure the memorials and the adjacent hardscape and landscaped areas around the memorials are properly maintained in honor of the specific veteran's groups they represent.

All requirements will be specified in the Statement of Work.

The intent is to establish a Firm-Fixed-Price, Single Award Indefinite Delivery Indefinite Quantity (IDIQ) Contract for one base year and four (4) (12 month) option peiords with the Governments discretion to exercise.

If a solicitation is issued it will be announced at a later date, and all interested parties must respond to that solicitation announcement separately from this response. Responses to this Sources Sought Synopsis is not a request to be added to a prospective bidders list or to receive a copy of the solicitation. Information received as a result of this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice does not represent a commitment by the Government to pay for costs incurred in the preparation and submission of information or any other costs incurred as a response to this announcement. Background
The National Cemetery Administration (NCA) is seeking to establish a contract for cleaning services of headstones, niche covers, and memorial markers at the Riverside National Cemetery (RNC). This cemetery is the largest managed by the NCA and serves as a final resting place for veterans, honoring their service with lasting memorials.

The goal of this contract is to ensure that the cemetery's memorials are maintained to reflect the nation's respect for those interred there.

Work Details
The contractor will be responsible for cleaning all memorial markers and headstones to remove objectionable materials such as bird droppings and mud. Cleaning techniques will include high-pressure spraying, scrubbing, and rinsing with water while ensuring compliance with environmental regulations.

The maintenance of four large memorials includes monthly and weekly cleaning, irrigation maintenance, application of fertilizers/fungicides, rose pruning, and removal/replacement of dead rose bushes. Specific tasks include:
1. Cleaning all Memorial Markers and Government Headstones as specified by the Contracting Officer Representative (COR) to remove discoloration from bird droppings, mud, tire marks, etc.
2. Ensuring that all surfaces remain natural without painting or whitewashing.
3. Promptly cleaning any dirt splash-up or grass debris from mowing/trimming operations at no additional cost.
4. Using dry brushing methods for bird droppings that cannot be removed otherwise.

One base year with four optional one-year periods.
