Rivers Project Office (RPO) Variable Frequency Drive (VFD) Blanket Purchase Agreement (BPA) Supply and Service

Background
The Rivers Project Office (RPO) is issuing a Blanket Purchase Agreement (BPA) for Variable Frequency Drives (VFD) Supply and Service to replace an expired BPA that supported the Operations mission.

The goal of this contract is to ensure continuous technical support for Allen-Bradley and Rockwell Automation VFDs, many of which are older and require authorized service centers for maintenance. The contract aims to provide 24/7 technical support, including over-the-phone assistance and on-site repairs or replacements by approved technicians.

Work Details
The contractor will be responsible for providing all labor, equipment, operators, supervision, supplies, facilities, transportation, tools, materials, services, and incidentals necessary to ensure that the VFDs are operational 24 hours a day, 7 days a week, 365 days a year.

Maintenance services must be performed in accordance with the procedures outlined by the respective VFD manufacturers. The general specifications for the VFDs include models from ABB and Schneider (Telemecanique), such as ABB ACS800 series and Schneider Altivar 930. The contractor must demonstrate experience in providing similar VFDs, programming them for existing equipment, working in river/marine environments, and offering emergency support services with a two-hour response time.

Place of Performance
Work will be performed anywhere within the St. Louis District boundary which includes various locations such as Lock and Dam 24 in Clarksville, MO; Lock and Dam 25 in Winfield, MO; Melvin Price Lock and Dam in East Alton, IL; Locks 27 in Granite City, IL; Jerry F. Costello Lock and Dam in Modoc, IL; Mark Twain Lake in Monroe City, MO; Lake Shelbyville in Shelbyville, IL; Carlyle Lake in Carlyle, IL; Rend Lake in Benton, IL; Wappapello Lake in Wappapello, MO; with additional locations as needed during emergencies.
