Description

The Export-Import Bank of the United States (EXIM Bank) has a need for a system (financial risk management tool) that will provide a comprehensive and consistent view of its counterparty risk by combining financial spreading, credit analysis, and robust data storage. EXIM currently uses Moody's RiskAnalyst for these requirements, and seeks equivalent functionality. This comprises the base functionality described below.

Additional functionality components, which may be used in the future (based on evolving operational requirements and/or funding availability) are also included herein, and may be included as optional line items on a resultant contract.

Background
The Export-Import Bank of the United States (EXIM Bank) is seeking a financial risk management tool to provide a comprehensive view of its counterparty risk. Currently, EXIM utilizes Moody’s RiskAnalyst and aims to acquire equivalent functionality. The contract may also include additional optional functionalities based on future operational needs and funding availability.

Work Details
The contractor will be responsible for providing a system that integrates financial spreading, credit analysis, and robust data storage. Key tasks include:
- Compliance with Ex-Im Bank ADP system security requirements.
- Creation and maintenance of databases with proper validation and control techniques.
- Ensuring all EIT products comply with accessibility standards as per Section 508.
- Providing documentation for all software and databases created, including source code, flowcharts, and variable names.
- Conducting a post-award conference within fifteen days of contract award to ensure mutual understanding of project objectives and requirements.
- Submitting invoices based on acceptance of deliverables by EXIM Bank, ensuring compliance with technical requirements.

The primary place of performance will be at EXIM Bank’s headquarters located in Washington, D.C.
