Rio Bayamon Housing Duct Cleaning, Janitorial and Interior Painting

Background
The U.S. Coast Guard (USCG) is issuing this contract for the Rio Bayamon Housing Community to ensure the cleanliness and aesthetic upkeep of residential units. The goal is to prepare 65 units for immediate reassignment by providing comprehensive janitorial services and interior painting, thereby supporting the mission of maintaining suitable living conditions for personnel.

Work Details
The contractor will provide all necessary personnel, equipment, materials, tools, supervision, and other items required to perform the following tasks:

1. **Janitorial Services:**
- Sweep, hose, and mop tiled floors and stairs.
- Scrape, wax, and buff tile floors.
- Provide necessary detergents and cleaners for floors, windows, and kitchen appliances.
- Clean kitchen cabinets inside and outside; remove calcification on faucets and sinks.
- Remove excess grease from stovetops, range hoods, and oven interiors; clean underneath electric ranges.
- Clean refrigerator interiors and exteriors; apply protective coat for stainless steel appliances; clean dishwashers.
- Scrub and disinfect bathrooms including tubs, sinks, toilets; remove calcification from chrome surfaces.
- Dust window blinds; clean windows and doors inside and out; clean patio screens with soap and water.
- Conduct pre- and post-inspections with a Coast Guard representative to address discrepancies within one working day after inspection.

2. **Interior Painting:**
- Provide all personnel, equipment, materials needed to paint interior walls and wooden door frames using specified Sherwin Williams colors.
- Clean or power wash surfaces as needed; repair any cracks or imperfections before priming walls (primer provided by USCG).
- Apply two coats of paint to all interior walls (paint provided by USCG); protect non-painted surfaces during operations.
- Remove/reinstall electrical covers as instructed by COTR; clean up paint debris according to regulations.

Period of Performance
The contractor will commence work within five calendar days after receiving notice to proceed and must complete all work within 60 calendar days.

Bidder Requirements
The contractor must have at least four years of demonstrated experience in cleaning residential and commercial buildings. Compliance with the Immigration and Nationality Act (INA) and Department of Labor regulations is required.
