This acquisition is proceeding as a Full and Open Competition, Invitation for Bids (IFB). This Procurement will be conducted under FSC CODE: Z1KF, NAICS Code: 237990. The size standard for this code is $37,000,000. All questions should be directed to the Contract Specialist, Joshua Kaimikaua at Joshua.J.Kaimikaua@usace.army.mil.

Estimated cost range in between $10,000,000 and $25,000,000.

Job Description: The work includes annual maintenance dredging of the Richmond Inner Harbor to -38ft (MLLW) plus 1-ft of paid over-depth and transporting of the dredged material per the requirements in specification Section 01 11 00 SUMMARY OF WORK. Reaches 1 through 8 are suitable for disposal at a Contractor-furnished beneficial reuse upland site as cover while Reaches 9 and 10 are suitable for disposal at a Contractor-furnished beneficial reuse upland site as foundation. The material to be dredged from Reaches 9 and 10 is also suitable for disposal at Government-furnished ocean disposal site (SFDODS).

ALL BIDS will be due on May 26, 2023 at 1:00 PM PDT unless revised by an amendment. The specific date and time will be identified in the solicitation. Public bid opening will be held via WebEx at 1:30 PM PDT. Webex information is within the solicitation information Section 00 21 00. BIDDERS ARE ADVISED THAT THIS PROJECT MAY BE DELAYED, CANCELLED, OR REVISED AT ANY TIME DURING THE SOLICITATION, SELECTION, EVALUATION, NEGOTIATION, AND/OR FINAL AWARD PROCESS.

Plans and specs will not be provided in hard copy or CD format. The solicitation and all amendments for this acquisition will be posted on SAM.gov once the IFB is issued. Viewing/downloading documents from this site will require prior registration in SAM.gov. For further information, please click on the Sam.Gov homepage link, Vendor User Guide.
