This is a Request for Quotations for the manufacturing of US Air Force Academy (USAFA) Cadet Parade Uniforms in accordance with (IAW) USAFA specifications.

Please pay particular attention and ensure compliance with the instructions to offerors and evaluation criteria in Attachment 6.

Requests for clarification and information regarding the solicitation must be provided in writing via email to the primary and alternate contracting office POC's identified below no later than 17 October 2022 according to Addendum to 52.212-1 Paragraph G located in Attachment 6.

Background
This Request for Quotations (RFQ FA700022Q0091) is issued by the United States Air Force Academy (USAFA) to procure Cadet Parade Uniforms in support of the Academy’s mission to outfit cadets with formal parade attire.
The contract will deliver Men’s and Women’s Cadet Parade Jackets and Unisex Parade Bibbers manufactured to USAFA specifications dated 17 March 2022.

Item 0001: Men’s Cadet Parade Jacket – Manufactured to USAFA Specification 150 dated 17 Mar 22 (Atch #1).
Qty: 900 Each; PSC: 8405; WSC: 000; Firm Fixed Price.

Item 0002: Women’s Cadet Parade Jacket – Manufactured to USAFA Specification 150 dated 17 Mar 22 (Atch #1).
Qty: 340 Each; PSC: 8410; WSC: 000; Firm Fixed Price.

Item 0003: Unisex Cadet Parade Bibbers – Manufactured to USAFA Specification 261 dated 17 Mar 22 (Atch #2).
Qty: 3,500 Each; PSC: 8405; WSC: 000; Firm Fixed Price.

First Article Samples:
- Item 0004: Men’s Jacket – 1 Each
- Item 0005: Women’s Jacket – 1 Each
- Item 0006: Bibbers – 1 Each

Option Line Items:
1001–1003 & 2001–2003: Duplicate base quantities for Men’s Jacket (900), Women’s Jacket (340), and Bibbers (3,500) under the same specifications, PSCs, WSC, and pricing arrangement.

Period of Performance
Contractor shall deliver all base and option items upon issuance of delivery orders during the contract ordering period.
Specific delivery schedules and dates will be provided with each order.

FOB Destination: deliveries to 10 MSG LGRCU (DoDAAC F4BR31), AF NO MILSBILLS PROC CP 7193333218, 2351 Sijan Dr, United States Air Force Academy, CO 80840-8202, USA.

Bidder Requirements
Offerors must:
- Strictly comply with USAFA Specifications 150 and 261 dated 17 Mar 2022
- Provide one first article sample per item
- Acknowledge and sign Solicitation Amendment 0001 (SF30) and include with quote
- Submit quotations electronically via email per Attachment 19 size limitations
- Accept Government-Furnished Material (GFM) at $41.09/yard (GFM cost and delivery arranged by government)
- Adhere to the instructions to offerors and evaluation criteria in Attachment 6.
