Description

This is a combined synopsis/solicitation for commercial products and commercial services prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued. This enclosure is an addendum to FAR provision 52.212-1, Instructions to Offerors Commercial Products and Commercial Services, which applies to this acquisition.
Competitive quotes are being requested under Request for Quote (RFQ) Number N66001-26-Q-6020. The North American Industry Classification System (NAICS) code applicable to this acquisition is 541380, Testing Laboratories and the small business size standard is $19.0 million. This procurement is being pursued via Full and Open competition.

The Government is seeking to acquire services in accordance with (IAW) requirements stated in the attached Statement of Work (SOW) (Attachment 1). To be considered acceptable and eligible for award, quotes must provide all of the items and quantities listed below. The Government will not consider quotes or offers for partial items or quantities.

Background
The Government is seeking to acquire water testing services as part of the Environmental Security Technology Certification Program (ESTCP) project #ER24-8303. This project focuses on the verification of sorbent performance for Per- and polyfluoroalkyl substances (PFAS)-impacted groundwater. This initiative is critical due to the financial liabilities associated with PFAS contamination at various DoD installations, primarily stemming from the use of aqueous film-forming foam (AFFF) in firefighting training. The project aims to evaluate novel sorbents developed by the DoD through a series of demonstrations.

Work Details
The contractor will provide analytical chemistry services to verify exposures in PFAS-impacted groundwater before and after treatment. The analyses must be conducted by a Department of Defense (DoD) Environmental Lab Accreditation Program (ELAP) certified lab using EPA Method 1633. Additional measurements will include total organic carbon using SM 5310C, total dissolved solids via EPA 160.1, and anions (Br-, Cl-, F-, NO3-, NO2-, PO4-, SO4-) using EPA 300.1. The contractor is responsible for providing appropriate sampling containers and performing the required analyses. Samples will be provided incrementally in groups of approximately 20 every two weeks over a 30 to 60-day period.
