RFQ for On-site Secure Document Shredding Services

Background
The Social Security Administration (SSA) is seeking to establish a Blanket Purchase Agreement (BPA) for on-site secure document shredding services across its Field and Hearing offices located in the Northeast Region, which includes New York, New Jersey, Maine, New Hampshire, Vermont, Connecticut, Pennsylvania, Rhode Island, Massachusetts, Maryland, Virginia, Delaware, the District of Columbia, and West Virginia. This initiative aims to protect personally identifiable information (PII) of beneficiaries and employees by ensuring proper destruction of sensitive documents. The contract encompasses a Base Year and four Option Years.

Work Details
The contractor will provide secure document shredding services that include:

1. Supplying containers (minimum capacity: 32 gallons) for collection of security waste;
2. Ensuring that security waste is not visible in closed containers;
3. Destroying the contents of the containers in compliance with IRS Publication 1075 guidelines;
4. Returning emptied containers to designated locations after each pickup;
5. Recycling destroyed security waste unless the destruction method is burning;
6. Providing evidence of recycling certification upon award;
7. Submitting monthly reports summarizing services performed including dates and locations;
8. Adhering to specific requirements for handling federal tax information (FTI) and PII as outlined in the Statement of Work.

Period of Performance
The anticipated period of performance for the BPA will consist of a Base Year from May 1, 2026 through April 30, 2027 and four subsequent Ordering Periods each lasting one year.

Place of Performance
Services will be performed at various SSA offices located throughout the Northeast Region.
