Description

The Contractor shall provide all labor, equipment, materials, supplies, transportation and supervision performing all required work in accordance with the plans and specifications for this requirement. In accordance with Federal Acquisition Regulation (FAR) 36.204 the magnitude of this construction project is between $100,000 and $250,000.

USDA will issue a Firm Fixed Price Construction purchase order.

The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) Number 2025-04 dated 06/11/2025. The requirement is set aside as a total small business. The NAICS code is 237110 and the size standard is $39.5M.

Completion timeframe for the resulting purchase order is 60 days after notice to proceed.

Potential quoters are responsible for monitoring this site for any amendments. All quoters shall be registered with the System for Award Management Registration per FAR Clause 52.204-7 and 52.204-8. No paper copies of the solicitation will be mailed and telephone requests will not be honored.

System updates may lag policy updates. The System for Award Management (SAM) may continue to require entities to complete representations based on provisions that are not included in agency solicitations, including 52.223-22, Public Disclosure of Greenhouse Gas Emissions and Reduction Goals Representation, and paragraph (t) of 52.212-3, Offeror Representations and Certifications Commercial Products and Commercial Services. Agencies will not consider or use these representations. Entities are not required to, nor are they able to, update their entity registration to remove these representations in SA

Background
The USDA Agricultural Research Service (ARS) facility located in Parlier, CA, is conducting a project to install a new grape trellis system as part of its active grape breeding program. This acquisition aims to establish a trial block for testing advanced raisin lines on a 4.61-acre site that has been prepared with an installed irrigation system. The goal is to obtain a high-quality trellis system that meets the program's requirements at minimum cost.

Work Details
The contractor is required to provide all labor, supervision, tools, materials, and equipment necessary for the installation of the new grape trellis system at the USDA-ARS facility in Parlier, CA. The scope of work includes:

1. Marking the field for line, plants, and end posts.
2. Laying out all posts, anchors, and cross braces.
3. Applying asphalt coating to the bottom of end posts and line posts.
4. Installing footplates on end posts.
5. Installing end posts, line posts, training stakes, and anchors.
6. Installing end V-cross arms and attaching cable trusses to end Vs.
7. Assembling and installing VAS-Gable cross arms.
8. Laying out all new wire in proper sequence.
9. Installing highway clips.
10. Clipping six wires to line posts and stations.
11. Installing MS-2005R strainers to end posts.
12. Installing tension devices to end posts and attaching wires to strainers while ensuring proper tension.

Period of Performance
The contract work must be completed no later than 60 calendar days after the notice to proceed.

The construction projects will be performed at USDA-ARS located at San Joaquin Valley Agricultural Sciences Center, 9611 S Riverbend Ave, Parlier, CA 93648.
