Background
The USDA Animal and Plant Health Inspection Service (APHIS) is seeking to procure synthetic food-based two-component (2C) and three-component (3C) solid matrix lures, also known as 'cone' dispensers, to support its fruit fly detection program.

Fruit flies, particularly the Mediterranean (Medfly), Mexican (Mexfly), oriental (OFF), and melon fruit flies, pose significant threats to U.S. agriculture, with infestation costs exceeding $33 million annually. If not managed effectively, these pests could lead to costs of over $821 million per year for U.S. agricultural industries.

Work Details
The contract involves the delivery of:
- 200,000 units of 2 Component (2C) Fruit Flies Lure Cones
- 200,000 units of 3 Component (3C) Fruit Flies Lure Cones

These lures are essential for capturing male and female fruit flies and are critical tools for detecting and managing infestations. Specifications include:
- Purity of raw ingredients must be no less than 98%.
- Lure dimensions: maximum height of 2 inches, bottom width of 5/8 inch, top width of 1 inch; up to 10% size variation is acceptable.
- Chemical properties: 2C cones must attract target flies for at least 6 weeks; 3C cones must attract for at least 4 weeks.
- Physical properties: dispensers must be non-sticky, non-friable, resistant to damage and moisture during field operations, and made from nontoxic materials.

Period of Performance
Delivery is required within 60 days after award.

Place of Performance
Products will be delivered to USDA APHIS PPQ Facilities & Operations located at Bldg 6407, Moore Air Base, 22675 N Moorefield Road, Edinburg TX 78541.
