RFQ # 70CTD022Q00000019 for the ICE Cloud Infrastructure Hosting Support

The U.S. Department of Homeland Security (DHS)/U.S. Immigration and Customs Enforcement (ICE)/Office of Acquisition Management (OAQ)/Information Technology Division (ITD) is seeking quotes for the ICE Cloud Infrastructure Hosting Support. The purpose of this request for quote (RFQ) is to establish multiple award Blanket Purchase Agreements (BPAs) for the ICE Cloud infrastructure hosting support for ICE/Office of Chief Information Officer (OCIO). The BPAs will have a 5-year or 60-month ordering period and will support a Firm-Fixed-Price (FFP) contract type. The RFQ is open to both small and large business contract holders on the GSA MAS GWAC under the Category 518210C (Cloud and Cloud Related IT Professional Services).

Quoters are required to submit separate quotes for each proposed Cloud Service Provider (CSP). The quote should include certifications that demonstrate the Quoter's level of familiarity with the proposed CSP's services and resources. Quoters should also provide information on their corporate experience in cloud infrastructure hosting, including prior experience in providing resources from their proposed CSP, partnership level with the CSP, administrative support associated with billing and invoicing, escalation of concerns, transitioning cloud accounts, and supporting multiple orders for cloud services.

The evaluation and award will be based on a best-value trade-off approach, considering both price and non-price factors. The Government reserves the right to award without exchanges but may contact Quoters to obtain clarifying information regarding their quotes. The Government is seeking the most advantageous balance between technical merit and price.
