Description

Enclosed is a Request for Quotations (RFQ) for providing of Preventive Maintenance Services of New Water Treatment Plant (Chlorine and Chlorine Dioxide Component) to the U.S. Mission. The equipment is manufactured by Dioxide Pacific. The contractor shall provide all logistics, customs, shipping, transportation, labor, water treatment chemicals, tools, water treatment testing kits/equipment, administrative and all associated management support functions necessary for the maintenance of these systems.

Quotations are due by 20-July-2026 (1659 Hrs Kathmandu local time). Your quotation must be submitted electronically to KTMContracts@state.gov.

Background
The United States Department of State requires preventive maintenance services for the electrochemical chlorine and chlorine dioxide generator systems installed at the Singh House Compound, U.S. Embassy Kathmandu, Nepal. These systems are manufactured by Dioxide Pacific. The goal of this contract is to ensure reliable, safe, and compliant operation of these systems, preserve asset value, and reduce operating costs.

Work Details
The contractor shall provide all logistics, customs, shipping, transportation, labor, water treatment chemicals, tools, water treatment testing kits/equipment, administrative and all associated management support functions necessary for the maintenance of the chlorine generator (Model HGB-2.5), chlorine dioxide generator (Model CDE-10), and associated dosing pumps (SEKO Model Spring MS1B).

The contract includes:
1) Annual on-site preventive maintenance consisting of comprehensive inspection, electrochemical cell cleaning and replacement as needed, sensor calibration, control system verification, safety system testing (hydrogen detection and emergency shutdown), dosing pump maintenance;
2) Monthly remote technical support including analysis of equipment performance data;
3) Annual operator training consisting of 8 hours online and 2 days on-site instruction;
4) All manufacturer-recommended replacement parts included. Services exclude chemical products and major component replacements.

Period of Performance
The contract will be for a period of one year from the date of award with a maximum of four one-year options to extend.

Place of Performance
U.S. Embassy Kathmandu, Nepal.

Bidder Requirements
Bidders must provide a current OEM Authorization letter from Dioxide Pacific confirming they are authorized to perform technical services on the specified equipment. They must demonstrate proven experience in managing preventive maintenance service contracts for electrochemical water treatment systems and familiarity with Dioxide Pacific equipment. Bidders must also submit technician resumes and training documentation within 20 days of notice to proceed.
