The Offeror is required to submit its offer on or before 6 April 2020 at 2 pm central time (local time) in accordance with the attached solicitation. The resulting contract is a Multiple Award Task Order Contract (MATOC) for Facility Sustainability, Restoration and Modernization (FRSM) under NAICS code 236220. SOLICITATION OF PROPOSALS WILL BE RESTRICTED TO SERVICE-DISABLED VETERAN-OWNED SMALL BUSINESS (SDVOSB) CONTRACTORS ONLY.

The estimated maximum value for all order issued against this MATOC is $76,000,000. There is no limit on the number of task order that may be executed against the MATOC.

Background
The U.S. Army Corps of Engineers, Omaha District, is issuing this solicitation for a Multiple Award Task Order Contract (MATOC) focused on Facility Sustainability, Restoration, and Modernization (FRSM).

The contract aims to support military and civil stakeholders within the Omaha District's Area of Responsibility (AOR), which includes states such as Colorado, Wyoming, Montana, North Dakota, South Dakota, Nebraska, Minnesota, Wisconsin, and Iowa.

Work Details
The work under this contract includes a wide range of Facilities Sustainment, Restoration, and Modernization (FSRM) projects. Specific tasks may involve:
- Design-build/design-bid-build projects for existing military and civil facilities.
- Installation, upgrades, and repairs of mechanical systems, electrical systems including Essential Electrical Systems (EES), telecommunications/IT/Low Voltage systems, sewer systems, plumbing systems, and medical gas systems.
- Minor construction of new buildings or structures and renovations of existing ones.
- Construction related to fire protection systems, roadways, parking areas, pedestrian walkways, boat/access ramps, minor site grading and landscaping.
- Incidental demolition and hazardous waste remediation services including asbestos/lead abatement.
- Projects unique to hospitals and medical facilities that may require adherence to specific codes and standards.

Place of Performance
The construction projects will primarily take place in Colorado and Wyoming but may also occur in other states within the Omaha District's AOR.
