The United States Army Contracting Command - Aberdeen Proving Ground (ACC-APG), Edgewood Contracting Division, on behalf of the Joint Project Manager for Nuclear, Biological, and Chemical Contamination Avoidance (JPM NBC CA) intends to issue a Request for Proposal (RFP) early in the third quarter of Fiscal Year 2016 (3QFY16) for the Screening Obscuration Module (SOM). The Government intends to issue this RFP on the basis of Full and Open Competition, pursuant to Federal Acquisition Regulation (FAR) Subpart 6.1. The requirements of this effort include the design, development, fabrication, installation, testing, and production of SOM units. The ultimate objective of the SOM requirement is to provide the Warfighter a visual through near-infrared (IR) obscuration screening capability that can be deployed in both mounted and dismounted configurations with medium-area to near-IR screening capability.

The Government intends to make a single award from the RFP. The base period of performance for Technology Maturation and Risk Reduction (TMRR) phase will be approximately four (4) years after date of contract award. The Government anticipates the inclusion of four (4) one (1) year options for full-rate production, to commence after successful completion of the TMRR phase.

Proposals submitted in response to the RFP will be evaluated in accordance with FAR Part 15 Contracting by Negotiation. The Government will determine which proposal offers the best value to the Government by using the Tradeoff process described at FAR 15.101-1. The NAICS code assigned to this acquisition for the purposes of determining small business size status is 541712 - Research and Development Physical, Engineering, Life Sciences (except Biotechnology).

The RFP will be available on FBO early 3QFY16. The announcement number is W911SR-16-R-0002. All responsible sources may submit a proposal to be considered for award. The Government is in no way liable to pay or reimburse companies or entities that respond to this notice or the RFP. Pursuant to FAR 52.204-7, submission of an offer indicates the offeror's awareness of the requirement that a prospective awardee shall be registered in the System for Award Management (SAM) prior to award, during performance, and through final payment of any contract award resulting from this solicitation.

No hard copy of this solicitation will be issued. Any subsequent amendments will be posted in the same location as the RFP. It is the responsibility of the offeror to obtain all amendments and document packages associated with the RFP. The response date published with this synopsis is the estimated closing date. The actual closing date for submission of proposals will be stated in the solicitation upon its issuance.
