Amendment 0004

1. DD 254 submission is no longer required. As a result, all references to the DD 254 were removed from Attachment 9, Instructions to Offerors. The language in amendment 2 clarifying the DD 254 is superseded here takes precedence.

Amendment 0003

The following changes were incorporated into this amendment:

1. Modified Section J to mention Attachment 11, which will be provided by the Offeror. This attachment supersedes all previous versions.

2. An updated Question and Answer spreadsheet (v2) is attached to the solicitation. This attachment supersedes all previous versions and captures questions submitted through June 28, 2024.

3. The question submission deadline is Friday, June 28, 2024.

Amendment 0002

*The following changes were incorporated into this amendment:

1. Amended Title wording by adding an s to Experiment.

2. Solicitation: removed clauses pertaining to commercial practices (FAR Part 12), All Data and Reports CLINs are designated Not Separately Priced, Uploaded corrected versions of Attachments 12, 13, and 17 of the Gateway Questionnaire, Prior Customer Questionnaire, and the SF 328 Certificate Pertaining to Foreign Interests, respectively. Additionally, section 2 of Page 17 of Section L Instructions to Offerors requires all offerors to submit a DD 254.

To clarify, this requirement is for all offerors who intend to compete for classified task orders as they are solicited. All offerors who lack a secure facility and fail to submit a signed DD 254 while not be considered for award of any classified task order. An amended Attachment 9 Instructions to Offerors will be incorporated into a subsequent amendment.

Request for Proposal (RFP) for the Space Test Experiments Platform (STEP 2.0)

Program Solicitation #FA880924RB001

  1. Pursuant to FAR 15.203, this RFP communicates Government requirements to prospective contracts and solicits proposals for the STEP 2.0 program. The Step 2.0 program establishes a Multiple-Award Indefinite Delivery/Indefinite Quantity (IDIQ) contract with separate Delivery Orders (DOs) to procure proven spacecraft (SC) and space access for science and technology (S&T) experiments.
  2. The STEP 2.0 IDIQ contract vehicle provides the ability to execute DOs aligning payload
  3. (PL), Space Vehicle (SV), and Launch Vehicle (LV), schedules with on-orbit operational capability.
  4. The anticipated period of performance of this IDIQ includes a base period of five (5) years with one (1) option period spanning five (5) additional years.
  5. The Government anticipates a Firm Fixed Price (FFP) contract type for each Spacecraft solution offered. Most work allows the contractor to contemplate either a FFP or Cost Plus Fixed-Fee (CPFF) contract type solution. A Not Separately Priced Data and Reports CLIN exists for each contract type and should mirror the contract type proposed on the work CLIN.
  6. If providing classified mission information within the Prior Customer Questionnaire, please follow the instructions in Section L for submission. Please do not send classified information to the Contracting officer listed below.
  7. Proposal submission through the Procurement Integrated Enterprise Environment (PIEE) is required. The Vendor Registration Guide is attached this RFP. Other PIEE links, including user and machine setup, are also linked below.
  8. The Government requests proposal submissions on or before 12 July 2024.

Background

Work Details
The scope of work covered by this STEP 2.0 IDIQ SOW includes all hardware, software, firmware, data, services, labor, facilities, equipment, materials, and documentation needed to design, develop, produce, assemble, integrate, test, store, and deliver the integrated STP space vehicle. It includes technical support necessary to complete launch preparation, pre-launch readiness, launch operations, on-orbit initialization, on-orbit testing/checkout, payload activation, and on-orbit operations support including delivery of data to STP’s PL customers and end-of-life disposal or transition to another end user.

Period of Performance
The STEP 2.0 IDIQ contract is a 5-year contracting vehicle with an additional 5-year option period if exercised.
