Background
The solicitation is for US Naval Station Guantanamo Bay, Cuba - 2 (NSGB-2) Sealift Transportation Services. The contractor will provide regularly scheduled ocean and intermodal transportation of containerized and breakbulk cargo between Jacksonville/Blount Island, Florida and US Naval Station Guantanamo Bay, Cuba.

- Response to booking requests
- Hazardous cargo handling
- Origin services (equipment pools, port operations, ocean transportation)
- Destination services (delivery to destination, cargo receipt)

- General requirements (hazardous cargo handling, equipment)
- Electronic commerce/electronic data interchange (EDI)
- Additional guidance on specific transactions (manual operational reports)
- Exceptions to normal service (futile trip, government failure to timely release containers, notification of receipt of damaged cargo, delay of scheduled sailings, contractor failure to load containers, no fault failure to meet sailing, diversion for the convenience of the government, transfer of containerized cargo, container identification)
- Cyber security requirements (general cyber security requirements, cyber security assessments and mitigation plans, modified NIST SP 800-171 requirements, cyber incident reporting)
- Measuring performance (performance requirements, performance measures and standards, performance objectives assessment)
- Compliance with contract (CCTC)
- Rate rules.

The period of performance for the contract is from 1 May 2024 to 30 April 2025.
