Background
The Naval Surface Warfare Center Philadelphia Division (NSWCPD) is responsible for the Lube Oil Quality Management (LOQM) Program, which includes testing and analyzing lube oil samples for diesel engines and reduction gear samples across the fleet. The LOQM responsibilities are expected to grow, increasing the number of lube oil samples requiring testing and analysis.

Work Details
The contract requires testing and analysis of new and used oil samples, storage of samples, analysis and quality assurance of test results, related data management and transfer, and supply and shipping of sample bottle kits. The contractor must be a certified new and used oil sampling laboratory, have a quality control plan, and ensure accurate and timely results. The contract may also be used to test lube oil samples for other services including United States Coast Guard, Military Sealift Command, Army, Air Force, and Marine Corps.
