09/08/2025 RFP Update:

This notice serves to formally cancel the Request for Proposal (RFP) identified above. CBP-RFP-02272025-001 for Maritime Patrol Aircraft Maintenance and Logistical Services is hereby cancelled in its entirety.

The decision to cancel this solicitation is due to a change in the Government's requirements and re-evaluation of the project scope and objectives. CBP reassessed its acquisition approach to reflect both near-term mission needs and long-term fleet goals and the previously planned acquisition strategy did not adequately meet those goals. In the judgment of the contracting officer, an amendment to the existing solicitation is so substantial as to exceed what prospective offerors reasonably could have anticipated, so that additional sources likely would have submitted offers had the substance of the amendment been known to them.

The Government:

  • May re-solicit this requirement at a future date under a new solicitation number, pending further review and approval. Interested parties are advised to monitor SAM.gov for any future announcements.

Background
The Department of Homeland Security, US Customs and Border Protection (CBP) is issuing this Request for Proposal (RFP) to procure services for the Maritime Patrol Aircraft required for the Office of Air and Marine Operations - Maritime Patrol Aircraft Program Management Office.

The goal of this contract is to ensure effective maintenance and logistical support for a fleet of 8 P-3 and 8 DHC-8 aircraft, which is essential for the agency's mission in safeguarding national borders.

Work Details
The Contractor shall conduct Organizational (O) and Intermediate (I) level maintenance and aircraft logistics support through Material Management/Inventory Control Management. The requirements include:
1. Maintenance applicable to all aircraft systems and subsystems including engines, propellers, avionics, environmental, hydraulic, electrical systems, aircrew systems, Support Equipment (SE), Ground Support Equipment (GSE), and tooling.
2. A comprehensive approach to Material Management/Inventory Control to manage obsolescence and material shortages.
3. Scheduled and unscheduled maintenance for operational sites.
4. Management of In-House Repair processes.
5. Compliance with federal regulations related to acquisitions, procurement, transportation, and commerce.
6. Development of a Quality Control Plan that meets or exceeds quality expectations as per AS9100 or AS9110 standards.

Period of Performance
The period of performance will include a 90-day phase-in period followed by a 12-month base year with 9 one-year options, including a 90-day phase-out period.

Place of Performance
The contract will be performed at various operational sites as specified in the solicitation.
