The National Aeronatuics and Space Administration (NASA) John F. Kennedy Space Center (KSC) plans to issue a Request for Proposal (RFP) for safety and mission assurance support services (SMASS) in support of the NASA KSC Safety and Mission Assurance (SMA) Directorate. This notice relates to the Sources Sought Notice 80KSC021SMASSRFI and the Draft RFP notice 80KSC021SMASSIVDRFP.

The KSC SMA Directorate supports NASA Programs and Projects at KSC, providing mission assurance, engineering, and risk assessment and analysis in the disciplines of safety, reliability, and quality. Programs at KSC include, but are not limited to, the following: Exploration Ground Systems Program; Launch Services Program; Agency Management and Operations; Orion Program; Commercial Crew Program; International Space Station Program; Center Engineering, Safety, and Operations; and Space Launch System Program. SMASS will be performed primarily at KSC; however, resident support may be required at other NASA centers, facilities, or sites. Requirements under the SMASS IV acquisition include, but are not limited to, the following: system safety engineering and analysis, quality assurance and engineering, mission assurance and integration, reliability and maintainability, software assurance, range safety, independent assessment, launch vehicle payload safety, and metrology and calibration.

The Government does not intend to acquire a commercial item using FAR Part 12.

This acquisition is a total small business set-aside.

The NAICS Code and Size Standard are 541330 and $41.5M average annual receipts, respectively. All responsible small business sources may submit an offer which shall be considered by the agency.

The release date of the RFP is April 08, 2022, with an anticipated offer due date of on or about May 24, 2022.

It is the offeror's responsibility to monitor this website for the release of the RFP and amendments (if any). Potential offerors will be responsible for downloading their own copy of the RFP and amendments, if any.

Background
The National Aeronautics and Space Administration (NASA) John F. Kennedy Space Center (KSC) plans to issue a Request for Proposal (RFP) for safety and mission assurance support services (SMASS) in support of the NASA KSC Safety and Mission Assurance (SMA) Directorate. SMASS will be performed primarily at KSC; however, resident support may be required at other NASA centers, facilities, or sites.

Work Details
The Contractor shall provide all resources necessary to perform the requirements set forth in Section C, Attachment J-01, Performance Work Statement, and as specified in the contract. The total estimated contract value is shown in Attachment J-04, Contract Section B Tables, and is comprised of the Fixed Price Level of Effort (LOE) value and the associated Non-Proposed Other Direct Costs (ODCs) for the base period and any exercised option periods.
The period of performance includes a 20-month base period, followed by a 24-month option period, and a 16-month option period for a total potential period of performance of 60 months. Services identified in Attachment J-01 shall be performed at NASA KSC, other NASA centers and facilities, and at other Government centers, facilities, or sites where performance is required.

The contract provides for a 20-month base period, followed by a 24-month option period, and a 16-month month option period, for a total potential period of performance of 60 months as reflected below: Base period: February 1, 2023 through September 30, 2024 Option 1: October 1, 2024 through September 30, 2026 Option 2: October 1, 2026 through January 31, 2028

Place of Performance
Services identified in Attachment J-01 shall be performed at NASA KSC, other NASA centers and facilities, and at other Government centers, facilities or sites where performance is required.
