Attached is the Request for Proposal (RFP) for the H-1 LOT VII and LOT VIII Training Device Modernization Program (TDMP) Procurement.

Description of the Requirement:

The purpose of the TDMP is to increase training systems supportability, reduce total life cycle support costs and obsolescence, and enhance flight crew training. The successful offeror will be tasked to upgrade, modify, design, test, deliver, and produce H-1 Flight Training Devices (FTDs) and Full Flight Simulator (FFS) for 16 exisiting devices located in the United States and Japan.

THIS ACQUISITION IS BEING COMPETED as a Small Business Set-Aside, under the TSC IV IDIQ MAC.

The resultant delivery order is anticipated to be a Firm Fixed Price (FFP) Effort.

Background
The Request for Proposal (RFP) is for the H-1 LOT VII and LOT VIII Training Device Modernization Program (TDMP) Procurement. The purpose of the TDMP is to increase training systems supportability, reduce total life cycle support costs and obsolescence, and enhance flight crew training. The successful offeror will be tasked to upgrade, modify, design, test, deliver, and produce H-1 Flight Training Devices (FTDs) and Full Flight Simulator (FFS) for 16 existing devices located in the United States and Japan. The acquisition is being competed as a Small Business Set-Aside under the TSC IV IDIQ MAC. The resultant delivery order is anticipated to be a Firm Fixed Price (FFP) Effort.

Work Details
The specific products to be manufactured or delivered under the contract include modernization upgrade devices for AH-1Z FTD and UH-1Y FTD. The contract includes technical data and information, LINK 16 Integration, Instructor Operator and Maintenance support for each device. The contract also includes options for future provisioned item orders (PIO). The delivery dates for PIO CLINs will be established upon negotiation and award of future provisioned items order(s). Additionally, the Ready for Training (RFT) dates are specified for each CLIN and its associated training device upgrades.

Period of Performance
The period of performance for the contract is from the Contract Award to 31 January 2024 for certain option CLINs, while others have a period extending up to 2nd Quarter FY2027.

Place of Performance
The products will be delivered to various locations including New River, NC; Yuma, AZ; Belle Chasse, LA; McGuire, NJ; Pendleton, CA; Futenma, JP.
