RFP for C-Band Radar Tracking Transponder

The Naval Air Systems Command (NAVAIR) announces the Request for Proposal (RFP) for the competitive procurement of the C-Band Radar Tracking Transponder, which is a Firm Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) contract. The Performance Specification (Attachment 2, PMA208-C-Band Transponder-17007) associated with this RFP will NOT be posted and must be obtained by request. The Performance Specification associated with this procurement has been marked with Distribution Statement D, which authorizes distribution of the document to Department of Defense (DoD) and U.S. DoD contractors. All interested vendors must provide a current and active Cage Code to confirm their status as a U.S. Government contractor in order to receive a copy of Performance Specification. Cage code status will be confirmed via the System for Award Management (SAM) at www.SAM.gov. Contractors shall also provide evidence demonstrating an active role as a contractor supporting DoD contracts/requirements and a certified copy of DD Form 2345, Militarily Critical Technical Data Agreement. The DD Form 2345 must be on file with the United States/Canada Joint Certification Office. Interested vendors shall submit a written request for a copy of the Performance Specification through Samantha Lysaght at samantha.l.lysaght.civ@us.navy.mil. The written request must include the name of your company, mailing address, phone number, email address, current CAGE number and a copy of current, approved DD Form 2345. The proposal submission deadline is 05 September 2023 at 4:30PM Eastern Time. All volumes of the proposal shall be submitted electronically through the Solicitation Module of the Procurement Integrated Enterprise Environment (PIEE) at https://piee.eb.mil. The Government intends to hold a virtual Pre-Proposal Conference via Microsoft Teams on Thursday, 13 July 2023 at 12:00PM Eastern Time. Registration is required in order to attend. A link to the event will be provided once the interested party has submitted the below registration information. Pre-Proposal Conference General Information: Please logon thirty (30) minutes early (11:30AM Eastern Time) to check-in. Recording of the event is prohibited. There shall be no classified discussion. Discussion Topics: Highlight the overall objective of the C-Band Radar Tracking Transponder and highlight Sections L and M. Work Details
The contractor shall provide C-Band Radar Tracking Transponders under different ordering periods. The specifications associated with this procurement include Attachment 1, Statement of Work (SOW), Attachment 2, C-Band Radar Tracking Transponder Performance Specification, and Attachment 3, Range Commanders Council Standard 262-14.
The contractor shall also perform Exhibits (A), (B), (C), (D) and (H) and Attachment (1), Statement of Work.

Period of Performance
The period of performance for the delivery is from 31-Jan-2024 to 30-Jan-2029 for different items.

Deliveries will be made to EVOLVING RESOURCES, INC, IPTL SNTC PROGRAMS, 5284 ADOLFO RD, SUITE 150, CAMARILLO CA 93012-6769.
