RFP for AARDT and E Support Services   3

Background
The Naval Air Warfare Center Aircraft Division (NAWCAD) is issuing this Request for Proposal (RFP) for a follow-on contract to provide Advanced Aircraft Research, Development, Test and Evaluation (AARDT&E) support services.

The mission of NAWCAD is to support the Department of Defense (DoD) and partner nation programs through research, development, management, design, documentation, fabrication, installation, integration, test, evaluation, operation and maintenance for Integrated Battlespace Simulation and Test (IBST) capabilities. The goal of this contract is to enhance the capabilities of the DAiTA Group in providing comprehensive RDT&E services across various military applications.

Work Details
The contractor will be responsible for a variety of tasks including: conducting research and development studies to identify signal densities and environmental conditions; establishing simulation requirements; integrating AARDT&E facility assets with other laboratories; developing new systems or modifications to existing resources; providing engineering and technical support during test events; operating simulation hardware; maintaining AARDT&E instrumentation; extracting and analyzing data from T&E events; performing TEMPEST testing; fabricating cables and connectors; providing training on T&E processes; assisting in project management; maintaining facilities in a Ready-To-Test status; evaluating hardware/software configurations; and ensuring compliance with security requirements including access to Sensitive Compartmented Information (SCI).

Specific tasks will be documented through individual Task Orders (TOs).

Period of Performance
The contract will have a single five-year ordering period with the possibility of a six-month option. Performance will be determined upon award of each individual order.

Place of Performance
The majority of work will be performed at the Government site located at NAWCAD in Patuxent River, MD, with some tasks potentially conducted at the contractor's site.
